This summit officially accepts Iran as a member state of the Shanghai Cooperation Organization and approves the signing of a memorandum of understanding on Belarus' obligations to join the Shanghai Cooperation Organization, increasing the number of SCO member states to 9.

Five years ago, the establishment of a common concept for building a community with a shared future for mankind was included in the Qingdao Declaration of the Shanghai Cooperation Organization, becoming the most important political consensus and goal of the organization.
