The 5th meeting of the 14th Standing Committee of the National People's Congress closed on the morning of September 1st at the Great Hall of the People in Beijing. The meeting passed the newly revised Administrative Reconsideration Law, Foreign State Immunity Law, and the decision to amend the Civil Procedure Law through a vote.Chairman Zhao Leji presided over the closing meeting.
161 members of the Standing Committee attended the meeting, and the number of attendees met the statutory requirement.
The meeting voted to approve the decision of the Standing Committee of the National People's Congress to extend the authorization of the State Council to conduct pilot work for Hong Kong legal practitioners and Macau practicing lawyers in nine cities in the Guangdong Hong Kong Macao Greater Bay Area to obtain mainland practicing qualifications and engage in the legal profession.
The meeting voted to pass the decision of the Standing Committee of the National People's Congress on approving the Extradition Treaty between the People's Republic of China and the Republic of Ecuador.
The meeting voted to pass the report of the Qualification Review Committee of the Standing Committee of the National People's Congress on the qualifications of individual representatives.
After a vote, the meeting appointed Xu Hongcai as the Vice Chairman of the Finance and Economic Committee of the National People's Congress; Appoint Chen Fuli and Feng Yi as Deputy Secretary General of the Standing Committee of the National People's Congress; Dismiss Shi Yaobin from his position as Chairman of the Budget Working Committee of the Standing Committee of the National People's Congress and appoint Xu Hongcai as Chairman of the Budget Working Committee of the Standing Committee of the National People's Congress.
After a vote, the meeting appointed Deng Xiuming as the Vice President, member of the Judicial Committee, and judge of the Supreme People's Court; Dismiss Cheng Dongfang from his position as the President of the Military Court of the People's Liberation Army of China; Appoint Ge Xiaoyan as the Deputy Prosecutor General and member of the Procuratorial Committee of the Supreme People's Procuratorate, appoint Gong Ming as the Deputy Prosecutor General of the Supreme People's Procuratorate, and dismiss Sun Qian from his position as the Deputy Prosecutor General and member of the Procuratorial Committee of the Supreme People's Procuratorate.
The meeting also voted to pass other appointment and removal proposals.
Vice Chairmen of the Standing Committee of the National People's Congress, Li Hongzhong, Wang Dongming, Xiao Jie, Zheng Jianbang, Ding Zhongli, Hao Mingjin, Cai Dafeng, He Wei, Wu Weihua, Tie Ning, Peng Qinghua, Zhang Qingwei, and Luosangjiang Village, as well as Secretary General Liu Qi, attended the meeting.
Vice Premier Liu Guozhong of the State Council, President Zhang Jun of the Supreme People's Court, Procurator General Ying Yong of the Supreme People's Procuratorate, officials in charge of the National Supervisory Commission, members of various special committees of the National People's Congress, officials in charge of standing committees of provincial and municipal people's congresses, key officials of standing committees of some vice provincial city people's congresses, representatives of the National People's Congress, and officials in charge of relevant departments attended the meeting as non voting delegates.
After the closing ceremony, the Standing Committee of the 14th National People's Congress held its sixth special lecture, presided over by Chairman Zhao Leji. Wang Wei, member of the Chinese Academy of Social Sciences and director of the History Department, gave a lecture entitled "Comprehensive Research on the Origin and Early Development of Chinese Civilization".
