We must adhere to the "two unwavering principles", firmly grasp the primary task of high-quality development, implement the "Opinions", and promote the growth, optimization, and strength of the private economy through more effective measures.

Lower the requirement for equal treatment of state-owned and private enterprises from both institutional and legal perspectives. The rule of law is an inherent requirement of a market economy. Strengthening the legal guarantee for the development of private economy and improving the legal environment for equal protection of all types of ownership can create a good and stable expectation for the development of private economy. We must adhere to promoting economic development on the track of the rule of law, accelerate the creation of a market-oriented, rule of law, and internationalized first-class business environment, protect the property rights of private enterprises and the rights and interests of entrepreneurs in accordance with the law, build a system and mechanism for preventing and controlling corruption at the source of private enterprises, and continuously improve the intellectual property protection system. Strengthen the basic position of competition policy, improve the framework of fair competition system and policy implementation mechanism, and strengthen anti-monopoly law enforcement to prevent the abuse of administrative power and eliminate restrictions on competition. Build a high-level socialist market economy system, continuously optimize a stable, fair, transparent and predictable development environment, improve the basic system of market economy such as property rights protection, market access, fair competition, and social credit, and fully stimulate the vitality of the private economy.

Encourage and support the development and growth of private economy and private enterprises through policies and public opinion. Both public and non-public sectors of the economy are important components of the socialist market economy and serve as important foundations for China's economic and social development. In the new journey of comprehensively building a socialist modernized country, China's private economy can only grow and cannot weaken. We need to respond promptly to the concerns and interests of private enterprises, accurately formulate and implement various support policies, improve the financing support policy system, normalize the prevention and clearance mechanism of overdue payments, and strengthen the guarantee of talent and employment needs.
