Reform is the only way to strengthen the military, and it is necessary to promote the modernization of the military's organizational form, build a modern military force system with Chinese characteristics, and improve the socialist military system with Chinese characteristics.

In November 2015, the Central Military Commission held a reform work conference and issued a call to comprehensively implement the strategy of strengthening the military through reform. The unprecedented scale of reform in the history of the People's Army sounded the call to advance. On November 11, 2021, the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China passed the Resolution of the Central Committee of the Communist Party of China on the Major Achievements and Historical Experience of the Party's Centenary Struggle, fully affirming the historic achievements made in deepening national defense and military reform, calling it the "most extensive and profound national defense and military reform since the founding of New China.".

Deepening national defense and military reform has achieved historic achievements, and the People's Liberation Army has achieved a comprehensive and revolutionary reshaping, with a new system, structure, pattern, and appearance.

This round of deepening national defense and military reform firmly grasps the fundamental principle of adhering to the correct direction of reform, the focus of being able to fight and win battles, the modernization of military organizational form, and the overall requirement of being proactive and stable. The three major battles are interconnected, mutually reinforcing, and mutually beneficial——

Take the lead in carrying out the reform of the military leadership and command system. Building a combat command system of "Central Military Commission Theater Command Forces" and a leadership and management system of "Central Military Commission Service Forces", a new pattern of military commission management, theater command, and branch command has been formed, and the organizational structure of the People's Army has achieved historic changes. Adjust the leadership and command system of the People's Armed Police Force, implement the "Central Military Commission Armed Police Force Force Force Force" leadership and command system, and thoroughly streamline the relationship between leadership management and command usage. The reserve forces are fully integrated into the military leadership and command system.

We will continue to push forward the reform of the scale, structure, and strength composition of the military. Focusing on building elite combat forces, adjusting and optimizing the structure, developing new types of forces, streamlining major proportional relationships, and reducing quantity and scale, we will promote the strategic transformation of military and branch construction. We will implement a "military brigade battalion" system in the main combat units of the entire army, making our army more streamlined in scale, optimized in structure, and more scientific in composition. Our army's composition will develop towards enrichment, synthesis, versatility, and flexibility.

Comprehensively promote the reform of military policy and system. We will improve the Party building system of our military, innovate the policy system for the use of military power, reshape the policy system for the construction of military power, improve the policy system for military management, and work together to establish a sound socialist military policy system with Chinese characteristics. The combat effectiveness of the military and the vitality of officers and soldiers will be further liberated, and the effectiveness of reform will continue to be released.

Deepen the major reform across military and civilian sectors. In combination with deepening the reform of party and state institutions, deepening the cross military and civilian reform of the People's Armed Police Force, promoting the reform of active public security forces, and establishing the Department of Veterans Affairs; Implement air traffic control system reform and establish the Central Air Traffic Management Committee; Promote the reform of the national defense mobilization system and build a modern national defense mobilization force system. The goal of completely stopping paid military services and refraining the military from engaging in business activities has been basically achieved.

There is no end to reform. We must adapt to the trend of global military development and the development needs of our military's strategic capabilities, and persistently promote national defense and military reform in depth. The deeper the reform is pushed forward, the more attention should be paid to the systematic, holistic, and collaborative nature of the reform. We should grasp the correlation and coupling of reform measures, bridge the "last mile" of reform, ensure the implementation of various reform measures, let the vitality of all combat effectiveness elements burst out, and let all the sources of modernization construction of our army fully flow.

The 20th National Congress of the Communist Party of China made strategic arrangements for consolidating and expanding the achievements of national defense and military reform. The entire army should carefully summarize and apply the successful experience of reform, grasp the new situation and task requirements, focus on preparing for war, be brave in exploring and innovating, solidly implement the established reform tasks, strengthen subsequent reform planning, complete all reform tasks with strong party spirit, high consciousness, and uplifting spirit, maintain resilience and persistence on the road, use reform and innovation methods to solve new situations and problems, resolutely carry out the reform to the end, and strive to create a new situation of reform and strengthening the army, providing strong impetus for achieving the centenary goal of building the army.
