China is a typical potassium deficient country, with proven potassium resource reserves accounting for only about 2% of the world's reserves, and potassium fertilizer demand accounting for over 20% of the world's reserves. Qinghai Province is a key city for the development and technological innovation of China's salt lake industry. The Brief Table of Mineral Resources Reserves in Qinghai Province shows that as of the end of 2021, the potassium salt reserves in the salt lakes of the Qaidam Basin were 778 million tons, accounting for more than 75% of the national reserves.

"Today, China's basic research on salt lake resources and independent research and development of salt lake chemical industry technology rank first in the world," said Wu Zhijian, director of the Qinghai Salt Lake Research Institute of the Chinese Academy of Sciences.

Since 2016, Qinghai Province has organized more than 150 provincial-level science and technology projects, supported a financial science and technology fund of 180 million yuan, and overcome technical and equipment research and development difficulties such as low-grade potassium ore mining, efficient recovery of large particle carnallite in flotation tailings, lithium extraction from salt lakes with ultra-high magnesium lithium ratio, electrolytic preparation of metallic lithium, production of magnesium hydroxide and high-purity magnesium sand from bischofite, etc. More than 600 proprietary intellectual property technology achievements have been achieved, and more than 60 national and provincial-level awards have been awarded.

After two years of technological breakthroughs, Qinghai Province's first "unveiling and leading" project, "Key Technology Research and Application of Anhydrous Magnesium Chloride Preparation from Salt Lake Old Brine," has passed four linked trial runs and produced more than 7000 tons of qualified anhydrous magnesium chloride.

Institutional support accelerates the transformation of scientific and technological achievements. Entering the Chaerhan factory area of Qinghai Salt Lake Industry Co., Ltd., the largest potassium fertilizer production enterprise in China, one can see the factory buildings arranged in rows, salt fields stretching for hundreds of square kilometers, and 5G+salt mining ships cruising in the salt fields, creating a magnificent and dynamic modern industrial scene.

Ding Qijun, the director of a workshop at Salt Lake Potash Fertilizer Branch, told Outlook News Weekly that a 5G+salt mining vessel can mine about 150 tons per hour, and 30 salt mining vessels can operate synchronously day and night, which can meet the full load production of 8 production lines in a workshop. The potassium chloride production can reach 10000 tons per day.

"Based on the development of the salt lake potassium fertilizer industry and strengthening the drive of technological innovation, in the past two years, we have implemented 23 technical transformation projects in the potassium fertilizer sector, including the development and transformation of low-grade potassium resources and the digital and intelligent transformation of salt mining ships, supporting the company's potassium fertilizer production capacity to exceed 5 million tons." Yun Hongwei, the Chairman of Salt Lake Group, said that in 2022, the company invested 446 million yuan to implement 86 scientific research projects, focusing on tackling the technical difficulties of the "bottleneck" of comprehensive utilization of salt lake resources.

In January 2022, Qinghai Province formulated and issued the "Action Plan for Technology Leading and Supporting world-class Salt Lake Industry Bases", proposing the construction of a new salt lake technology innovation system with "1+N+10", forming multi-level innovation platforms such as salt lake technology innovation centers, provincial scientific research platforms, and enterprise pilot bases. Ten key tasks were deployed from resource exploration and sustainable supply, separation and extraction and efficient development, high-end material research and deep processing, etc., to improve the independent innovation ability of salt lake technology and the core competitiveness of the salt lake industry.

Cultivate the main body and build a good State Key Laboratory. Establishing a modern salt lake industry system

"The development and comprehensive utilization of salt lake resources is a huge systematic project. At the national level, multiple resources such as government, enterprises, scientific research, and finance can be aggregated to jointly promote the construction of world-class salt lake industrial bases." Chen Junguo, Vice President of Salt Lake Corporation, told reporters.

The Action Plan for Building a world-class salt lake industry base in Qinghai proposes to implement 12 projects, including potassium salt stability guarantee and promotion, lithium product expansion and improvement, circular economy upgrading demonstration, and major key technical support. The goal is to achieve an emergency production capacity of 12 million tons of potassium fertilizer in Qinghai, and the total output value of the salt lake industry will reach 120 billion yuan by 2035.

In line with this plan, Qinghai Province will issue the "Several Measures to Accelerate the Construction of world-class Salt Lake Industrial Bases and Promote the High quality Development of Salt Lake Industry in Qinghai Province" by the end of 2022, proposing 27 specific measures to further optimize the system and mechanism of integrated and co built world-class Salt Lake Industrial Bases, build a modern industrial system, and promote the deep integration of innovation chains, industrial chains, and supply chain collaborative systems in the development of salt lake industry.

Innovative mechanisms, jointly built and promoted by provinces and ministries. On November 28, 2022, Qinghai Province and the Ministry of Industry and Information Technology established a leadership group to jointly build a world-class salt lake industry base in Qinghai. Xiong Xiangzhong, Deputy Director of the Industry Department of the National Development and Reform Commission, introduced that in recent years, the National Development and Reform Commission has strengthened overall planning and increased support, actively promoting the comprehensive utilization of salt lake resources, especially the stable price and supply of potassium fertilizer. Establishing a mechanism for stabilizing the price and ensuring the supply of potassium fertilizer, supporting the transformation and upgrading of potassium fertilizer enterprises, actively promoting the enhancement of brine collection capacity of enterprises, implementing brine transportation channel transformation, expanding the development of key production process technologies and major equipment demonstration applications, further improving the utilization efficiency of potassium resources in salt lakes.

"In recent years, banking institutions have gradually added institutional branches around the Qinghai Salt Lake Industrial Concentration Zone, and established eight banking branches including Agricultural Development Bank branches and Qinghai Bank branches in Golmud City, where salt lake chemical enterprises are concentrated. Su Yun, the President of the Xining Center Branch of the People's Bank of China, introduced that at the same time, they actively carry out off balance sheet businesses such as bank acceptance bills, providing a green channel for financing of salt lake enterprises and increasing financial support for the comprehensive development and utilization of salt lake resources.". As of the end of 2022, the balance of loans related to the salt lake industry issued by financial institutions in Qinghai Province was 6.9 billion yuan, and the balance of bonds was 4.17 billion yuan.

Turning waste into treasure, turning "magnesium harm" into "magnesium benefit". Salt lakes are multi-component resources, known as the "treasure trove of inorganic salts". After extracting potassium from salt lake resources, a large amount of tailings containing sodium chloride and associated elements such as magnesium and lithium will be produced. In the past, these were all seen as industrial "waste liquids". Especially for tailings rich in magnesium, due to their high emissions, they are considered a "magnesium hazard".

Qinghai continues to extend the salt lake chemical industry chain, shifting from a single potassium element development to a cascade development and recycling of magnesium, lithium, sodium, chlorine, and rare elements. The green, low-carbon, and circular development economic system is taking shape.

As the core project of the Chaidamu Circular Economy Pilot Zone - a salt lake metal magnesium integration project with an investment of over 40 billion yuan, utilizing the advantages of salt lake magnesium resources, combined with natural gas, limestone and other mineral resources in the Chaidamu Basin, with metal magnesium products as the main line and sodium resource utilization as the secondary line, and chlorine gas balance as the premise, we are building an economic industry chain that intersects and circulates industries such as salt lake chemical, coal chemical, inorganic salt chemical, and non-ferrous metal smelting.

"This is currently the only project in the world that utilizes salt lake resources for electrolytic production of metallic magnesium. Among the 14 main devices of this project, 12 have already connected the process flow." Wang Fenglin, General Manager of Qinghai Salt Lake Magnesium Industry Co., Ltd., said that after the project is completed, it will fundamentally solve the obstruction of salt lake resource utilization, promote the formation of green and low-cost advantages in China's metallic magnesium industry, and win the lead in international competition in emerging industries mainly composed of metallic magnesium and magnesium based materials.

Qinghai West Magnesium Industry Co., Ltd., relying on the new process of high-purity magnesium hydroxide, has built a 150000 ton magnesium hydroxide production line, connected the industrial chain of magnesium chloride, magnesium hydroxide, high-purity magnesium sand, and metallic magnesium, and turned "magnesium harm" into "magnesium benefit", providing a new path for the development of salt lake magnesium resources.

Comprehensively utilize and form a salt lake circular economy system. In recent years, Qinghai has taken the development of potassium resources as its core, guiding various types of capital to participate in the comprehensive development and utilization of salt lake resources. In 2022, the production of lithium carbonate in Qinghai salt lakes reached 75000 tons, accounting for 23% of the total production in the country." said Yuan Tingyun, Deputy Governor of Qinghai Haixi Mongolian and Tibetan Autonomous Prefecture.

Based on the advantages of the salt lake lithium industry, Xining City in Qinghai Province has laid out the entire lithium battery industry chain, built a "lithium battery industry base" and "lithium battery city". Currently, a complete lithium battery application industry chain has been preliminarily formed, from positive and negative electrode materials, electrolytes, separators to lithium battery manufacturing.

In terms of sodium resource development, with the development of alkaline chemical series products as the direction, Qinghai has built industrial production lines for sodium chloride, refined sodium chloride, multiple varieties of edible salt, pure alkali, caustic soda, sulfide alkali and other products, with a production capacity of 5 million tons of pure alkali.

In terms of alkali resource development, "utilizing Qinghai's resource advantages and environmental comparative cost advantages to further promote the 'eastward alkali westward shift' is a major trend in the green transformation of China's alkali chemical industry. Wu Zhijian introduced that in recent years, Qinghai salt lake enterprises have actively participated in the development of salt lake resources in South America, Bolivia, Congo, and Southeast Asia and Laos, or provided technical support for development. Especially in the past two years, there have been more and more successful cases of domestic salt lake enterprises participating in global potassium salt resource development.

According to a five-year development plan, the planned production capacity for potassium fertilizer ranges from 5 million tons to 8 million tons.

"From a technical perspective, the biggest difference between Laos' potassium fertilizer project and domestic salt lake potassium extraction technology is that the resources there are solid potassium mines, which need to be converted into brine resources. As long as this technical problem is overcome, the backend industrial technology can directly utilize the mature domestic potassium fertilizer production technology." Zhang Ping, Deputy General Manager of Zangge Mining, told reporters.

Leading by standards, promoting the process flow system. After more than half a century of development in the salt lake industry, Qinghai has continuously accumulated and formed a mature salt lake potassium extraction system process, with increasingly standardized and digitized production equipment, creating favorable conditions for the development of salt lake resources to go global.

Taking domestic enterprises such as Asia Potassium International and Dongfang Iron Tower, which have successfully built million ton potassium fertilizer production facilities in Southeast Asia, as an example, the main potassium fertilizer production processes they use are basically copies or improvements of domestic production processes. Among them, Asia Potassium International's first million ton potassium fertilizer project in Laos, with its main equipment and key process flow sourced from the Chakhan Salt Lake.

Talent support and development of global potassium mineral resources. The Qinghai Salt Lake Research Institute, founded in 1965, is known as the "Huangpu Military Academy" for salt lake research. Since its establishment nearly 60 years ago, the institute has cultivated 4 academicians of the CAS Member; Nowadays, more than 20 doctoral and master's students in salt lake related fields are trained annually.

"At present, the personnel trained by the Salt Lake Research Institute are active in the resource development and industrial development activities of all domestic salt lake enterprises." Wu Zhijian told reporters that decades of industrial practice in Qinghai Salt Lake has trained thousands of salt lake industry technology application and management talents, providing talent guarantee for China's salt lake enterprises to participate in the world's salt lake resource development.

"Most of the technical and management talents that domestic enterprises rely on for the development of salt lakes and potassium resources both domestically and internationally have undergone the training and development of the Qinghai salt lake industry." Zhang Ping told reporters that she herself grew up in the Cha'erhan Salt Lake. Now, she leads a team to participate in the planning, design, and construction of the Vientiane Potash Fertilizer Project in Laos. The management and technical team members of the project mainly come from Qinghai.
