At the end of 2022, the country will introduce the "20 Data Articles" to accelerate the construction of a data infrastructure system from four aspects: data property rights, circulation and transactions; At the beginning of this year, the "Overall Layout Plan for Digital China Construction" was released, emphasizing the smooth circulation of data resources; Establish a national data bureau to coordinate the planning and construction of digital China, digital economy, and digital society. With the continuous improvement of top-level design, the landing of China's data element market is accelerating its layout.
As of now, 48 data trading institutions have been established nationwide, and the construction of market operation systems such as data asset evaluation and registration settlement is accelerating. Specialized enterprises in data collection, storage, and application are rapidly developing, and the data element industry system is preliminarily forming. Since its establishment, the Shenzhen Data Exchange has launched over 1500 data products.
Currently, the data element industry ecosystem in China is gradually improving, with 33 national standards in the field of big data being released and a standard system for data element circulation gradually being established. Guangdong, Tianjin and other regions are exploring the establishment of a "Chief Data Officer" mechanism to accelerate the cultivation of data management talents. Establish 12 national demonstration bases for new industrialization in the field of big data, and continuously stimulate the benefits of industrial agglomeration.
As various regions accelerate the exploration of new models and innovative scenarios for data circulation, the continuous release of data element value is becoming a new driving force for promoting high-quality economic development. In 2022, the scale of China's big data industry reached 1.57 trillion yuan, a year-on-year increase of 18%; The data production reached 8.1ZB, a year-on-year increase of 22.7%, accounting for 10.5% of the global data production. The supply capacity and innovative application of data resources are constantly improving, and data elements are becoming the most advanced and active new production factors beyond labor, land, capital, and technology.
