In Tianjin, out of the 86000 people relocated and resettled due to the disaster, more than 48000 have returned home safely. At present, the affected villages have resumed power, water, and gas supply. The local government is actively carrying out the assessment and reconstruction of disaster damaged facilities, and continues to carry out environmental disinfection and sterilization and epidemic prevention.

At present, agricultural production is in a critical period. Efforts should be made to restore damaged farmland and agricultural facilities in affected areas, strengthen agricultural technology guidance, organize replanting and remediation, and minimize agricultural losses to the greatest extent possible.
The agricultural and rural departments of Hebei Province organized more than 230 experts in the industrial system to conduct on-site inspections and evaluations of the disaster in areas with severe disasters such as Shijiazhuang, Xingtai, and Baoding, and provided technical guidance. Shulan City is seizing the construction period and launching post disaster housing reconstruction work, adopting methods such as scattered reconstruction, centralized reconstruction, and monetary resettlement to classify and resettle the affected population. 924 households affected by the disaster that need to be rebuilt have been counted in the city, and it is expected that all reconstruction work will be completed by October 20th to ensure that the affected people move into new homes before the frost.

Although the heavy rainfall has stopped, there are still some areas where the flood has not completely subsided, and the tasks of drainage and desilting, environmental disinfection and sterilization and epidemic prevention are heavy. The party committees and government organizations in relevant regions should accelerate the progress of their work and make every effort to help the affected people return to their homes as soon as possible.
On the morning of August 17th, at the entrance of Koukou Village in Xinzhen Town, Wen'an County, Hebei Province, there was still 1 meter of accumulated water. Affected by the current flood, three villages in Xinzhen Town, including Koukou Village, Lufuzhuang Village, and Taibaozhuang Village, were severely affected. The Party Committee and Government of Xinzhen Town have established a post disaster reconstruction work group, with team members responsible for connecting villages and streets to carry out post disaster reconstruction. At the same time, more than 260 party members and cadres were sent to the three severely affected villages to assist in drainage, desilting, environmental disinfection and sterilization and other work.
In Wen'an County, the disaster reconstruction work of 4 townships and 8 villages is being carried out in an orderly manner. 1627 party members and cadres from 52 units in the county rushed to the heavily affected villages to assist in post disaster reconstruction work such as dredging mud, sweeping streets, and clearing garbage.
Efforts have been made to fully guarantee the production and living needs of the people. Beijing has strengthened market management and dispatch, delivering 180000 types of daily necessities and emergency supplies to the affected population. Helicopters and drones have been mobilized to drop approximately 26 tons of various materials, effectively ensuring market supply and stabilizing prices in the affected areas.
In Beizhen Village, Dacaozhuang Town, Ningjin County, Hebei Province, Party members and village cadres took the lead, and the villagers worked together to rebuild their homes. "At present, what villagers are most concerned about is the restoration of normal life," said Zhou Zhongfeng, the secretary of the village party branch. "There are still many tasks for post disaster reconstruction. As long as everyone thinks together and works hard together, there will be no difficulties that can stump us."
