During the Baoyuan period of the Northern Song Dynasty, the Northwest War was tight and the country's finances were in dire straits, causing great concern for Minister Song Qi. He submitted a memorial to Emperor Renzong of Song titled "Annotations on the Three Redundancies and Three Fees", suggesting that the court "remove the three redundancy" and "reduce the three fees".
At the end of the memorial, Song Qi proposed that "if one does not lead by example, they will not follow; if one does not lead by example, they will not believe." He believed that the court should set an example, take the lead in implementing frugality and reducing expenses. In this way, "the world will respond, the people's livelihood will flourish, and people's hearts will not shake." Border and financial problems can naturally be gradually solved.
This admonition is not complicated or difficult to understand, but it contains profound political insights. As the saying goes, "If one's own body is not upright, how can one be upright?" If one cannot act with dedication and lead by example, how can one truly convince others and be willing to follow?
During the Spring and Autumn period, Yan Ying, the famous prime minister of Qi, strictly regulated himself and set an example in every aspect. One day, he took a car to court and encountered Duke Jing of Qi on the way. Qi Jinggong saw that he was riding in an old car and old horse, so he had someone send him a luxurious new car and several strong horses. But Yan Ying said to Duke Jing of Qi that if I ride a luxury car and show off, the people I see will follow suit. It won't be long before the country becomes extravagant.
Yan Ying's "three rejections to the car" are due to his understanding of "being upright before oneself". He demands that others do what he does first, and that he does not do what he does not. He constantly sets an example for others. On the contrary, during the Spring and Autumn period, Duke Yi of Wei indulged in debauchery and enjoyed raising cranes. As a result, the state of Wei became popular among the upper and lower levels, waiting for cranes to be favored. As a result, there was no one to defend the country against the enemy, and it was ultimately destroyed by the Di people. It can be seen that the words and actions of the rulers have a strong demonstrative effect.
"If one does not lead, they will not follow; if one does not lead, they will not believe." On the one hand, it emphasizes the importance of being upright and leading the people to be upright, and on the other hand, it requires politicians to be able to lead by example and be brave in any situation. Whether it's demanding people from above or pushing people from behind, it's not as effective as leading people from the front.
Chen Yaozuo, the prime minister of the Northern Song Dynasty, was diligent and honest in his official duties. Ouyang Xiu praised him as "having no official position, no matter how big or small it is, one must hear it wherever they go.". During his tenure in Shouzhou, there was a famine in the local area. Chen Yaozuo took the lead in taking out his own salary and making Congee to relieve the victims. Other officials and rich people followed suit and saved tens of thousands of people. Chen Yaozuo said, "Do I think it is for personal gain and evil? I will lead people with orders, and not let them follow the pleasure of being ahead of me."
The origin of "leading people with orders, not like being the first" can also be found in the pre Qin Confucianism. For example, Confucius said, "If one's body is upright, they will act without orders; if one's body is not upright, they will not follow orders." This means that for a politician, their style is upright, and even if they do not issue orders, people will still execute them; If one is not upright, even if giving orders, people are unwilling to obey.
