Data shows that as of the end of June, the market entities in Liaoning Province have developed to 4.8996 million households, a year-on-year increase of 6.88%. At present, there are 4.589 million private economic operators in the province, accounting for 95.9% of the total number of operators. In recent years, in response to the difficulties and obstacles encountered during the operation of enterprises, based on the actual needs of the operating entities, Liaoning Province has studied and formulated an implementation plan to optimize the business environment and promote reform and innovation, established and improved a regular scheduling system, and continuously promoted the implementation of various reform and innovation tasks, allowing more private enterprises to dare to invest and take action. This year, Shenyang City has issued policies such as the "Three Year Action Plan for Promoting High quality Development of Private Economy in Shenyang City", "Several Policy Measures for Promoting High quality Development of Private Economy in Shenyang City", and "Action Plan for Building a New Development Pattern and Creating a High quality Business Environment in Shenyang City". Among them, there are many innovative initiatives that are pioneering in the province and leading in the country. According to calculations, these policies will provide about 900 million yuan in various financial funds to support the development of enterprises, and provide over 3.5 billion yuan in various expenses for enterprise reduction, deferment, and refund.
