At present, some areas in Hebei have seen a decrease in flood levels, and relevant regions and departments are making every effort to carry out post disaster restoration and reconstruction work.

The bridges and roadbeds of three national and provincial main roads in Jiulong Town, Laishui County, Baoding have been severely damaged. The local party member assault team organized overnight repairs, and by 5am this morning, all three national and provincial roads had been cleared, and the repair work of village roads was also being carried out urgently.

Beijing is urgently repairing damaged infrastructure such as transportation, communication, and electricity. At present, the national and provincial roads in the damaged areas of Changping District, Mentougou District, and Fangshan District in Beijing have been successively opened. A certain engineering brigade of the 82nd Group Army of the Central Theater Command has been operating in multiple locations, making every effort to open up damaged roads between towns and villages. Fangshan District is accelerating the restoration of rural water supply facilities in mountainous areas. Currently, out of 218 damaged villages in Fangshan rural areas, 96 villages have resumed water supply.

In Mentougou District, emergency investigators went deep into the affected villages and towns to carry out geological exploration and secondary disaster investigation work. At present, more than 2850 locations have been surveyed throughout Beijing, and more than 440 geological disasters have been discovered.

As of 8:00 today, 12 rivers in Heilongjiang Province, including the Mudan River and Songhua River, have exceeded the warning water level. In response to the arrival of the flood peak, rescue officers and soldiers have been raising the Duokoudian Tunzi Embankment in the Shuangcheng District of Harbin overnight since last night. In Yilan County, Harbin, local party member assault teams and volunteer service teams are intensifying the investigation and management of safety hazards.

Hu Guangyu, Director of the Water Bureau of Yilan County, Harbin City, Heilongjiang Province: Organize personnel to closely monitor changes in water conditions 24 hours a day. More than 1300 people from 10 villages at risk in Linjiang have been transferred to ensure the safety of people's lives and property, and minimize disaster losses.

In Shangzhi City, Harbin, the local government is making every effort to promote the restoration and construction of infrastructure such as water damaged roads, water conservancy projects, and electricity.

In Jilin, the peak of the first flood of the Lalin River in 2023, a tributary of the Songhua River, left Yushu City at 3am today and entered Fuyu City. More than 20000 people in the hazardous area have been relocated and resettled locally.

The restoration and reconstruction of the disaster stricken areas in Jilin Province are also being carried out in an orderly manner. In Shulan City, as the water level in villages continues to recede, drainage and dredging work has been fully carried out. The local organization forces disinfection and sterilization the resettlement sites and the affected villages, and stepped up the repair of power, communication and other damaged infrastructure. As of 8:00 this morning, a total of 71 communication stations have been repaired and power has been restored to more than 16000 households.

As of now, Jilin Province has dispatched a total of 21 health and epidemic prevention teams, as well as a mobile medical team composed of 110 people, to fully ensure the medical and health security of the people in the disaster stricken areas.

In response to the current flood situation, the General Office of the People's Republic of China and the Ministry of Emergency Management, together with the State Grain and Material Reserve Bureau, urgently transported 7 million woven bags, 3 million square meters of laminated woven fabric, 1000 life jackets and other central emergency rescue and disaster relief supplies to Tianjin last night.

At present, five working groups of the Ministry of Water Resources are dispatched to Hebei, Jilin, and Heilongjiang to assist and guide defense work.

The Ministry of Industry and Information Technology continues to strengthen communication support for flood prevention and disaster relief in the three provinces of Northeast China, Inner Mongolia, and other regions.
