Strengthen consultation and scientific scheduling

On August 5th at 18:00, the Central Meteorological Observatory continued to issue yellow warnings for severe convective weather, blue warnings for typhoons, and blue warnings for strong winds.

On August 5th, the National Flood Control Administration maintained a Level 2 emergency response for flood control in Tianjin and Hebei, and a Level 3 emergency response for flood control in Beijing, Jilin, and Heilongjiang. On the same day, the General Office of National Flood Control and the Emergency Management Department organized a rolling video conference on flood and typhoon prevention, discussed with the China Meteorological Administration, the Ministry of Water Resources and the Ministry of Natural Resources to determine the development trend of rainstorm and flood disasters in North China and Northeast China and the sixth typhoon of this year, "Kanu". The reporter learned from the Ministry of Water Resources that currently, in terms of flood prevention in the Haihe River Basin, the water resources department has strengthened the defense of embankments in flood storage and detention areas and safety zones, prepared water withdrawal plans for each flood storage and detention area, predicted the time when drainage will enter downstream rivers in advance, and carried out embankment defense. In terms of flood control in the Songhua River Basin, the water conservancy department is closely monitoring the flood process, evacuating personnel from dangerous areas in advance, immediately transferring threatened personnel in case of danger, and making every effort to rescue and prevent embankment breaches.

From August 4 to 5, most of Hebei Province suffered from light to moderate rain, including most of Cangzhou and Shijiazhuang, some of Hengshui Central, Qinhuangdao, Tangshan and Chengde, and some of heavy rainstorm. Hebei Province has dynamically adjusted its emergency response for flood and typhoon prevention. As of now, Langfang, Hengshui, and Baoding have maintained Level I emergency response, Cangzhou, Xingtai, and Dingzhou have maintained Level II emergency response, Xiong'an New Area has maintained Level III emergency response, Shijiazhuang, Zhangjiakou, and Tangshan have maintained Level IV emergency response, and the other four cities have terminated their emergency response. The Hebei Provincial Prevention and Control Office conducts point-to-point scheduling for regulatory units in counties and districts with heavy rainfall such as Pingshan, Zanhuang, and Fuping, as well as urban low-lying areas in Shijiazhuang City.

Currently, the flood discharge work in Tianjin is ongoing, and the water of Yongding River and Daqing River has successively entered the Yongding River floodplain and Dongdian flood storage and detention area. According to the survey report, the water level in the Taitou area of the Dongdian flood storage and detention area continues to rise, and it is expected to remain at the same level as the water level of the Daqing River around August 8th; The flood discharge of Yongding River is expected to slowly decrease after August 6th; The water level of Ziyaxin River continues to rise, and it is expected that the flood will reach Ziyaxin River in Tianjin Binhai New Area around August 9th.

Affected by factors such as the northward movement of residual water vapor from the 5th typhoon of this year, large-scale heavy rainfall has occurred in the northern part of Jilin. Starting from 10:00 on August 1st, the Jilin Province Flood Control Index has launched a Level 3 response for flood and typhoon prevention. Starting from 20:00 on August 4th, the Jilin Provincial Department of Water Resources has decided to upgrade the level of emergency response for flood and drought disaster prevention from Level III to Level II. Shulan City, Jilin Province has been experiencing continuous rainfall since the night of August 1st. As of 8:00 am on August 5th, Hebei Province has invested a total of 675300 people in emergency rescue and rescue efforts, and transferred 1.5897 million people to avoid danger, including 961200 people transferred from flood storage and detention areas. The Emergency Management Department of Hebei Province has dispatched personnel to Zhuozhou, Laishui and other places to guide and coordinate emergency rescue work. In recent days, emergency rescue teams at all levels in Tianjin have been continuously investing in flood control and rescue efforts. The water department of Tianjin has allocated 19 batches, 32 times, and 20 varieties of municipal level flood prevention materials, and urgently coordinated relevant enterprises to provide 2000 emergency lights as temporary reserves. As of 17:00 on August 5th, the firefighting and rescue teams in Heilongjiang Province have received 174 reports related to heavy rainfall weather, dispatched 1674 firefighting and rescue personnel, 324 vehicles, and 75 boats, and evacuated and rescued 1849 people. On August 3rd, water damage occurred at K253 in the direction from Mudanjiang to Harbin on the Harbin Mudan Expressway, resulting in road collapse.
