Strengthen consultation and scientific scheduling
On August 5th at 18:00, the Central Meteorological Observatory continued to issue yellow warnings for severe convective weather, blue warnings for typhoons, and blue warnings for strong winds.
On August 5th, the National Flood Control Administration maintained a Level 2 emergency response for flood control in Tianjin and Hebei, and a Level 3 emergency response for flood control in Beijing, Jilin, and Heilongjiang. On the same day, the General Office of National Flood Control and the Emergency Management Department organized a rolling video conference on flood and typhoon prevention, discussed with the China Meteorological Administration, the Ministry of Water Resources and the Ministry of Natural Resources to determine the development trend of rainstorm and flood disasters in North China and Northeast China and the sixth typhoon of this year, "Kanu". The video was connected to the prevention offices of Tianjin, Jilin, Heilongjiang, Hebei and other provinces, and arranged to deploy flood prevention and rescue work in key areas. The meeting pointed out that the current flood control period is still in the key period of "seven down and eight up", and the situation of typhoon rainstorm and flood is still very uncertain. We need to closely monitor changes in rainfall and water conditions, scientifically dispatch flood control projects, and fully leverage the role of flood control and peak shaving. In response to situations such as prolonged flooding and increased risks in embankments, we will further implement the flood control inspection system and resolutely avoid major risks in important embankments and reservoirs.
The reporter learned from the Ministry of Water Resources that currently, in terms of flood prevention in the Haihe River Basin, the water resources department has strengthened the defense of embankments in flood storage and detention areas and safety zones, prepared water withdrawal plans for each flood storage and detention area, predicted the time when drainage will enter downstream rivers in advance, and carried out embankment defense. In terms of flood control in the Songhua River Basin, the water conservancy department is closely monitoring the flood process, evacuating personnel from dangerous areas in advance, immediately transferring threatened personnel in case of danger, and making every effort to rescue and prevent embankment breaches.
From August 4 to 5, most of Hebei Province suffered from light to moderate rain, including most of Cangzhou and Shijiazhuang, some of Hengshui Central, Qinhuangdao, Tangshan and Chengde, and some of heavy rainstorm. Hebei Province has dynamically adjusted its emergency response for flood and typhoon prevention. As of now, Langfang, Hengshui, and Baoding have maintained Level I emergency response, Cangzhou, Xingtai, and Dingzhou have maintained Level II emergency response, Xiong'an New Area has maintained Level III emergency response, Shijiazhuang, Zhangjiakou, and Tangshan have maintained Level IV emergency response, and the other four cities have terminated their emergency response. The Hebei Provincial Prevention and Control Office conducts point-to-point scheduling for regulatory units in counties and districts with heavy rainfall such as Pingshan, Zanhuang, and Fuping, as well as urban low-lying areas in Shijiazhuang City.
Currently, the flood discharge work in Tianjin is ongoing, and the water of Yongding River and Daqing River has successively entered the Yongding River floodplain and Dongdian flood storage and detention area. According to the survey report, the water level in the Taitou area of the Dongdian flood storage and detention area continues to rise, and it is expected to remain at the same level as the water level of the Daqing River around August 8th; The flood discharge of Yongding River is expected to slowly decrease after August 6th; The water level of Ziyaxin River continues to rise, and it is expected that the flood will reach Ziyaxin River in Tianjin Binhai New Area around August 9th.
Affected by factors such as the northward movement of residual water vapor from the 5th typhoon of this year, large-scale heavy rainfall has occurred in the northern part of Jilin. Starting from 10:00 on August 1st, the Jilin Province Flood Control Index has launched a Level 3 response for flood and typhoon prevention. Starting from 20:00 on August 4th, the Jilin Provincial Department of Water Resources has decided to upgrade the level of emergency response for flood and drought disaster prevention from Level III to Level II. Shulan City, Jilin Province has been experiencing continuous rainfall since the night of August 1st. As of 15:00 on August 4th, the average rainfall reached 111.7 millimeters, with the Yongsheng Forest Farm in the center of heavy rainfall receiving 489.0 millimeters of rainfall.
From August 2 to 4, rainstorm and heavy rainstorm occurred in the southern part of Heilongjiang Province, and the meteorological observatory of Heilongjiang Province continuously issued a red warning for rainstorm. Starting from August 2nd, the rainfall in Wuchang City, Harbin has exceeded 100 millimeters for several consecutive days, causing large reservoirs, medium-sized reservoirs, and rivers in the area to exceed the flood limit water level, and multiple townships have been affected. Take effective measures for emergency rescue and rescue
The Emergency Management Department dispatched national firefighting and rescue teams, as well as national professional rescue teams, to rush to the severely affected areas. In response to the disaster in Zhuozhou, Hebei Province, 519 people, 87 vehicles, and 76 boats from the Shandong Fire Rescue Brigade were dispatched to reinforce the area. As of 16:00 on August 5th, a total of 1098 people in distress and trapped were rescued and evacuated, with a total drainage of 317000 cubic meters. Four national professional rescue teams, including the National Mine Rescue Kailuan Team, the National Hazardous Chemical Rescue Zhongyuan Oilfield Team, the National Pipeline Rescue Langfang Team, and the National Safety Production Emergency Rescue Xinxingjihua Team, were dispatched and all arrived in Zhuozhou before 2:00 pm on August 5th. Currently, the four teams have accumulated drainage of more than 40000 cubic meters.
During this heavy rainfall, a total of 883 townships in 98 counties in Hebei Province were affected by floods, with a total affected population of 2.2229 million in the province. As of 8:00 am on August 5th, Hebei Province has invested a total of 675300 people in emergency rescue and rescue efforts, and transferred 1.5897 million people to avoid danger, including 961200 people transferred from flood storage and detention areas. The Emergency Management Department of Hebei Province has dispatched personnel to Zhuozhou, Laishui and other places to guide and coordinate emergency rescue work. As of 7:00 pm on the 5th, a total of 8091 provincial-level flood prevention materials of 9 varieties, including flood prevention embankments and drainage pump trucks, have been transported. In recent days, emergency rescue teams at all levels in Tianjin have been continuously investing in flood control and rescue efforts. The water department of Tianjin has allocated 19 batches, 32 times, and 20 varieties of municipal level flood prevention materials, and urgently coordinated relevant enterprises to provide 2000 emergency lights as temporary reserves. On the basis of ensuring flood prevention and safety in Tianjin, the water department of Tianjin will also dispatch 11 flood prevention and drainage vehicles and more than 30 drainage backbone personnel to Zhuozhou City for disaster relief in collaboration with the Hexi District Government.
According to the Joint Operations Command Center of the Central Theater Command, as of 17:00 on August 5th, assistance has been provided to the local authorities in safely transferring all trapped passengers on three trains, restoring information connectivity to hundreds of villages, fully opening up damaged sections of National Highway 109, safely evacuating more than 12800 trapped people, and delivering 514.9 tons of materials and medicines. As of now, there are still more than 10000 officers, soldiers, and militia in the Central Theater Command continuing to fight on the front line of flood prevention and disaster relief.
The Joint Operations Command Center of the Northern Theater Command immediately organized multiple forces to join the front line of flood prevention and disaster relief. As of now, a total of 2050 officers and soldiers, 5400 militia members have been dispatched, more than 3000 people have been rescued and evacuated, 35 kilometers of roads have been cleared, 1600 meters of embankments have been reinforced, and 12 pipes have been blocked.
According to the hydrological department of Jilin Province, it is predicted that the Lalin River Basin in Yushu City, Jilin Province will experience a once-in-50 year catastrophic flood. At 8:00 am on August 5th, the Changchun City Flood Control Bureau in Jilin Province upgraded the Level 3 emergency response for Yushu flood control to Level 1 emergency response for flood control. As of now, Changchun City has implemented more than 55000 rescue teams, and 18941 people from 8 townships and 31 villages in Yushu City have been safely transferred. This round of rainfall has caused 134000 people to be affected in Shulan City, Jilin Province. As of now, 14380 affected people have been gradually relocated in the local area. At present, the flood peak in the Lalin River Basin has basically passed through Shulan, but Shulan is still in the first level flood control emergency response, with risks of floods, collapses, mudslides, ground subsidence, and so on.
Harbin, Mudanjiang and other cities in Heilongjiang Province have experienced heavy rainfall, causing multiple rivers to form the first flood of the year. As of 17:00 on August 5th, the firefighting and rescue teams in Heilongjiang Province have received 174 reports related to heavy rainfall weather, dispatched 1674 firefighting and rescue personnel, 324 vehicles, and 75 boats, and evacuated and rescued 1849 people. On August 3rd, water damage occurred at K253 in the direction from Mudanjiang to Harbin on the Harbin Mudan Expressway, resulting in road collapse. At 12:00 on August 5th, the bridgehead slab was completed, and other water crossing sections were also repaired. The entire Ha Mu Expressway resumed operation.
Ensure the placement and service guarantee of the masses
Various regions and relevant departments will accelerate the delivery of materials, accelerate the repair of damaged infrastructure, and ensure the basic living needs of the affected population.
The Ministry of Housing and Urban Rural Development coordinated relevant aspects and dispatched the Zhengzhou and Fushun bases of the National Emergency Water Supply and Rescue Center to Zhuozhou for support. As of noon on August 5th, a total of 690 cubic meters of water were supplied and all water quality testing results were qualified. Fangshan District of Beijing has replenished emergency supplies such as water, food, and medicine for villages with circuit breakers and communication interruptions. More than 100 tons of daily necessities and various medicines have been transported to mountainous towns and villages. The urban waterlogging in severely affected areas such as Zhuozhou City has basically subsided. At present, more than half of the emergency backup water source wells in the urban area of Zhuozhou have been put into use, and two temporary water supply stations have been built in Zhuozhou City, which can produce 960 tons of water per day, alleviating the difficulties of local residents in using water for daily life. As of 19:00 on the 5th, 88 residential communities in Zhuozhou City that experienced power outages due to disasters have resumed formal or temporary power supply, with over 90% of them restored.
After full efforts to repair, as of 16:00 on August 4th, all villages affected by the disaster in Beijing have been reconnected. The communication industry in Beijing has invested a total of 130 support teams, 314 emergency vehicles, 32 emergency communication vehicles, 1036 satellite phones, and 742 communication base stations in Fangshan, Mentougou, and Changping districts. On August 5th, villages in Baoding City, Hebei Province that were blocked from traffic and communication due to floods have been contacted, and daily necessities are gradually being transported to the affected areas. At present, all points of disconnection caused by the flood in Shulan City, Jilin Province have been reconnected.
The Department of Transportation of Hebei Province has established a provincial-level technical guidance group to rush through 1011 severely damaged road sections and resume 14 inland river routes in 5 cities. The Department of Agriculture and Rural Affairs of Hebei Province organized experts to provide guidance, and has deployed 536000 drainage and irrigation machinery and equipment, drained 520000 acres of farmland, and adjusted 1.06 million kilograms of short growth period crop seeds. The Health Commission of Hebei Province commands and coordinates the health departments in the disaster stricken areas to form a mobile medical team to provide door-to-door services to the affected people. According to preliminary statistics, as of August 5th, Hebei Province has set up 742 temporary medical points and dispatched 633 mobile medical teams with more than 3500 people. At the same time, the health system of Hebei Province is making every effort to improve environmental hygiene and prevent the outbreak of infectious diseases in disaster areas.
