At the routine policy briefing of the State Council held on the 31st, relevant officials from the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Commerce, the Ministry of Culture and Tourism, and the State Administration for Market Regulation introduced the relevant measures.
In the first half of the year, China's consumption recovered rapidly, with a year-on-year increase of 8.2% in the total retail sales of consumer goods, which was 2.4 percentage points faster than the first quarter.
"We have also noticed that the growth momentum of some consumer categories is still unstable, some residents' consumption confidence is not strong, and there are many concerns. Some areas have poor consumption experiences and feelings, and further policy efforts are needed. Li Chunlin, Deputy Director of the National Development and Reform Commission, introduced that the measures focus on six aspects: stabilizing bulk consumption, expanding service consumption, promoting rural consumption, expanding new consumption, improving consumption facilities, and optimizing the consumption environment. 20 specific policy measures will be proposed, which will form a package of policies to promote consumption together with key policies in various fields and categories.".
Employment and income are both important factors affecting consumption. Li Chunlin said that the next step will be to implement the employment priority policy, strengthen employment assistance for disadvantaged groups, encourage hard work to become rich, improve the policy system of distribution according to factors, promote the basic synchronization between income growth and economic growth of residents, and improve their consumption willingness through improving their consumption ability.
Smart home appliances are currently a hot consumption topic. Measures have been proposed to promote products such as smart home appliances, integrated home appliances, and functional furniture.

In terms of bulk consumption and service consumption, in the first half of the year, automobiles accounted for about 10% of consumption, and catering revenue increased by as much as 21.4%.

The total number of domestic tourists reached 2.384 billion, achieving a domestic tourism revenue of 2.3 trillion yuan, with year-on-year growth of 63.9% and 95.9%, respectively.
