The reporter from Jiefang Daily's Shangguan News learned today from the Shanghai Housing Management Bureau that in response to the above issues, the Shanghai Housing and Urban Rural Development Commission and the Shanghai Housing Management Bureau have issued a notice on August 1 to further strengthen the management of elevator installation agencies for existing multi story residential buildings. Establish a primary responsibility system through the self commitment of the construction agency, introduce a "blacklist" system and a mechanism for eliminating the last place.
The Notice clearly states that the construction agency, as a professional management unit entrusted by the owner of the elevator building, is primarily responsible for the safety and quality of the elevator construction project. The construction agency should have one of the qualifications for engineering consulting, engineering design, and engineering supervision, and have professional personnel in technology, cost, finance, and management that are suitable for the requirements of the elevator construction project.
Establishing a commitment system for construction agencies is a major highlight. All construction agencies should make commitments regarding the primary responsibility for safety and quality, fulfilling construction procedures, implementing civilized construction requirements, and actively coordinating with residents before undertaking business work. They should sign the "Commitment Letter for Shanghai's Existing Multi story Residential Elevator Installation Agency" and submit it together with the "Authorization Letter of Legal Representative" of all responsible parties, and complete the submission of elevator installation information to each district's elevator installation office.
In order to avoid safety hazards and serious delays in the progress of adding elevators, Shanghai will strictly evaluate the construction agency. Based on on-site inspections, feedback from street and neighborhood committees, and other units, each district shall promptly conduct post evaluation and final elimination of the construction agency, and report the results to the municipal elevator office. Establish a "blacklist" mechanism for construction agencies that have serious safety and quality hazards, as well as serious delays in the progress of elevator installation. The construction agency that fails the evaluation shall not engage in elevator replacement work within one year in principle.
The relevant person in charge of the Shanghai Housing Management Bureau stated that the issuance of this notice aims to further improve the relevant management systems and measures, and strengthen the supervision of the entire process. Among them, the elevator installation agency, as an important party in the entire process of installing elevators in old residential areas, will further strengthen management by government departments.
