In January 2019, Shanghai was the first in the country to implement a pilot program for convenient services such as "buy and refund" for exit tax refunds. Since November 2020, Shanghai has introduced new regulations: the maximum amount of tax refund items that the same overseas passenger applies for from the same "buy and return" tax refund store on the same day has been raised from the original 30000 yuan to 110000 yuan. On the basis of the original cash and bank account transfer tax refund, Alipay and other third-party convenient payment methods have been added.
As of now, there are a total of 40 shopping mall stores and centralized refund points in Shanghai, including Bailian Qingpu Aolai, New World Maru, Nanjing West Road Henglong Plaza, etc. Yin Qin told reporters that foreign tourists can choose between traditional and "buy and refund" methods when processing departure tax refunds in their shopping malls. When the latter is processed, customers can first receive RMB cash equivalent to the actual refunded value-added tax of the refunded items after filling out the Exit Tax Refund Application Form at the counter. At the same time, customers must hold credit cards with operational pre authorization guarantees and apply for pre authorization at the counter.
It is reported that overseas passengers must leave the country within 17 days after issuing the invoice. They can go to the airport for customs verification and directly deliver the tax refund envelope to the email at the tax refund counter. There is no need to handle the procedures for releasing the credit card pre authorization guarantee at the counter window. If a return occurs, the tax refund originally received by the customer must be deducted from the credit card to ensure the safety of the funds.
