At 11:00 am on June 6th, as the "Heli 6" ship slowly drove out of the construction area, the water structure construction of the second section of the Shanghai Lingang Coastal Marine Ecological Protection and Restoration Project was fully completed.
This project is the first marine ecological restoration project funded by the Ministry of Natural Resources of China in Shanghai. The project focuses on ecological restoration and includes the construction of 18 oyster reefs and 3 wetland bubbles in the intertidal zone. The second section is located at the southeast corner of Shanghai - outside the Nanhuizui Sea View Park, known as the "East China Sea Balcony".
"There are three or six or nine strong winds and light winds every day. The wind is too strong and the waves are too shallow. The shortest construction window in a month is only 12 days." Song Yonghua, the project production manager, said that the construction operations on water in this area are greatly affected by the wind, waves and tides. Since the ships entered the site for construction in October last year, they have experienced nine cold waves in just two months. In the face of the imminent pressure on the construction period, in order to complete the project on schedule and ensure the quantity, we must seize every minute to seize the construction period.
Knowing the difficulties of the enterprise, the Yangshan Port Maritime Safety Administration further unblocked the information notification and circulation channels between the approval department and the on-site supervision department, optimized the approval process, compressed the approval time limit, reduced the approval time from 15 working days to 10 working days, and the fastest approval could even be completed on that day, which won precious time for the project department to arrange more than 30 construction ships and prefabricated component transport ships for on-site construction during the construction peak.
In the face of the situation that more than 30 ships and more than 200 construction personnel are "crowded" on the water surface of less than 30000 square meters at the same time, and have to work back and forth between reefs only 90 meters apart, the maritime site supervision department strictly controls the access of construction ships, and has established a safety inspection system before entering the site with the construction unit. The construction ships are not allowed to enter the site for construction operations when they are not seaworthy and fit for work, the ship is not staffed enough, and other situations that seriously affect maritime traffic safety; At the same time, strengthen in-process supervision, visit the construction project department multiple times to understand the progress of the project and solve the urgent and difficult problems faced by the construction unit. Use monitoring, drone inspections, on-site boarding inspections, and other methods to provide safety guarantees for on-site operation ships and personnel. Timely notify the construction unit of ships with serious safety hazards, and if necessary, immediately remove them from the site.
Now, the water structure construction of the project has been 100% completed, and no safety or pollution accidents have occurred. With the restoration of marine ecology, the "East China Sea Balcony" will welcome seabirds flying in groups of three or five, complementing the beautiful scenery of the huge low beach oyster reefs on the sea surface.
