Recently, the Shanghai tax department held a special lecture for retired soldiers at the Logistics Support Brigade of the Shanghai Armed Police Force, providing in-depth interpretation of the tax and fee preferential policies related to entrepreneurship and employment applicable to three groups of people: retired soldiers, military transferred cadres, and military dependents, as well as the tax deductions for retired soldiers' entrepreneurship and enterprises that absorb retired soldiers for employment.
"From January 1, 2019 to December 31, 2023, for self-employed retired soldiers engaged in individual businesses, starting from the month of registering for individual businesses, the actual value-added tax, urban maintenance and construction tax, education surcharge, local education surcharge, and personal income tax that they should pay in the current year will be deducted in sequence at a limit of 14400 yuan per household for three years." In the conference room of the Logistics Support Brigade of the Shanghai Armed Police Force, tax officials introduced a "package of targeted tax preferential policies" to retired soldiers.

Xie Liangben introduced that according to the current preferential policies for recruiting retired soldiers for independent employment, enterprises have reduced value-added tax by 48000 yuan in the first half of this year. "Stable employment is an indispensable social responsibility of enterprises. The support of tax and fee preferential policies not only helps to increase the employment rate of retired soldiers, but also brings' real gold and silver 'to the development of enterprises, achieving a win-win situation for both employers and retired soldiers."

In addition, based on summarizing the experience and practices of serving retired soldiers in entrepreneurship and employment in the early stage, the tax department takes the opportunity of conducting thematic education, insists on investigation and research, and understands the policy demands of retired soldiers from a "zero distance". Through holding policy lectures, direct communication and feedback, the quality and efficiency of services are further improved.
