By 2024, the depth and breadth of 5G network nearshore coverage and integrated applications in Shanghai will be significantly improved. Shanghai aims to become an important innovation and development highland, development leading area, and demonstration area for 5G empowering the "smart ocean" in China. This is the information disclosed in the recent "5G Offshore Coverage and Integration Application" Action Plan jointly formulated and issued by the Shanghai Communications Administration, the Office of the Shanghai Composite Port Management Committee, and the Shanghai Maritime Safety Administration.
According to the deployment of the Action Plan, Shanghai will focus on creating several application scenarios of "5G+Smart Ocean" and "5G+Intelligent Shipping" to help Shanghai build a modern marine city and empower the high-quality development of the Shanghai International Shipping Center:
5G+Marine Regulation: Empowering important maritime actions through 5G networks, strengthening real-time perception, intelligent planning, and intelligent supervision of marine natural resources and national space, creating a smart and efficient digital governance system for marine ecological environment, empowering application scenarios such as fishing vessel monitoring, energy exploration, oil and gas development, and marine fiber optic cable protection.
5G+Marine Technology: 5G assists scientific research in four major marine related fields: marine environmental perception, marine power systems, marine green resources, and smart ships. Explore the establishment of a 5G smart ship simulation laboratory, conduct cutting-edge scientific theory and application basic research, and assist in key core technology research and the transformation and application of scientific and technological achievements.
5G+Marine Economy: Utilizing the characteristics of 5G, such as large bandwidth, low latency, and wide connectivity, we will build an integrated marine proprietary network that integrates land, sea, air, and space, empowering related fields such as intelligent aquaculture and fishing, intelligent shipping, leisure tourism, offshore photovoltaics, and offshore wind power. In particular, we will continue to promote the deployment of new 5G base stations to create a 5G cruise network, provide diverse services, improve user experience, and promote the high-quality development of Shanghai's international cruise economy. Further cultivate new formats, models, and technologies of the marine industry based on digitalization, and promote the deep integration and coordinated development of the marine economy and digital economy.
5G+Intelligent Ships: Promote the application of digital capabilities such as 5G industrial data acquisition, transmission, and predictive maintenance in shipbuilding, container manufacturing, and other scenarios. Strengthen the application of 5G networks in intelligent scenarios such as ship perception, safety assisted driving, and energy efficiency control, to improve the safety of ship operations, reduce energy consumption, optimize speed, and control energy efficiency.
5G+Intelligent Port: Through 5G+AI+big data technology, accelerate the intelligent and automated transformation of port freight yards and shore bridges. Key efforts will be made to promote the construction of intelligent ports such as Yangshan Phase IV Wharf, Luojing Wharf, and Waigaoqiao Wharf. Relying on the advantages of the new national Internet switching center in cross network low delay, it realizes cross port data exchange and centralized remote control management of intelligent ports. By utilizing applications such as video AI intelligent container inspection, 5G remote scheduling, precise positioning of big data collection and supervision, and real-time data transmission, we can achieve intelligent port management and improve the efficiency of port loading and unloading, transfer, scheduling, and other operations.
5G+intelligent navigation support: Continuously building an "intelligent" navigation support service system. Promote the construction and expansion of smart navigation mark chains and unmanned aerial vehicle navigation mark inspection scenarios with the assistance of "5G+Beidou". Empowering commercial fishing vessels with 5G+AI for collision prevention warning, remote monitoring and autonomous perception of unmanned autonomous vessels, and optimizing navigation support services.
5G+intelligent shipping services: Through the integration of land, sea, air, and space, the 5G ocean dedicated network helps to achieve intelligent connection of navigation elements such as ships, ports, waterways, and locks, promote the digital upgrading of navigation elements such as ships, ports, and locks, explore the establishment of a unified shipping big data center, and empower intelligent shipping service platforms.
5G+Intelligent Shipping Supervision: Empowering maritime supervision scenarios through 5G, improving ship safety supervision capabilities, enhancing maritime monitoring and guarantee, intelligent early warning, and intelligent level of ship numbers, promoting innovative applications and scene expansion of 5G in ship shore cooperation, autonomous navigation of ships, and engine room monitoring.
According to the deployment of the Action Plan, currently, a special team for the "5G sea acquisition" action has been established, led by the Shanghai Communications Administration, the Shanghai Composite Port Management Committee Office, and the Shanghai Maritime Safety Administration, in collaboration with relevant maritime authorities, basic telecommunications enterprises, shipping enterprises, equipment manufacturing enterprises, research institutes, and other units. The Office of the Shanghai Composite Port Management Committee will also explore and issue cross regional guidance documents with the relevant industry authorities in communication, transportation, maritime and other areas of the three provinces and one city, to unify and lead the integrated and coordinated development of ships, docks, operation and maintenance, and shipping management in the Yangtze River Delta region.
