Shanghai inspection and testing institutions are accelerating their qualification certification, with approval deadlines reduced by half two years ago and qualifications further reduced by half this year
"Can the administrative approval for qualification certification be faster?" Starting from 2021, the administrative approval deadline for qualification certification by Shanghai inspection and testing institutions has been reduced from 20 working days to 10 working days. However, many inspection and testing institutions that urgently need certification believe that it can be faster.
What they didn't expect was that this wish was soon realized. The Shanghai Municipal Administration for Market Regulation officially issued a notice today on the implementation of several measures to further optimize the business environment of the inspection and testing industry, reducing the administrative approval time limit for qualification recognition from 10 working days to 5 working days, the written review time limit for standard changes from 30 working days to 20 working days, and the time limit for certification delivery from 7 working days to 5 working days.
At the same time, if an inspection and testing institution that meets the basic conditions for applying for qualification recognition and has no bad credit record at the time of application lacks or needs to correct the content of its application materials such as legal person status certificate and fixed place certificate, it shall make a written commitment in accordance with the requirements, first accept and conduct relevant technical reviews, and then make necessary corrections within the time limit of the technical review.
Multiple inspection and testing institutions, including Dongfang International Group Shanghai Environmental Technology Co., Ltd., need to change their business licenses to remove the conflicting business content with inspection and testing activities before submitting qualification recognition applications. But the newly launched fault-tolerant acceptance model allows institutions that make commitments to simultaneously handle two businesses, obtain qualification recognition permits earlier, and improve their ability to respond to market changes.
The notice also specifies that if an inspection and testing institution has obtained CNAS recognition for a testing capability project and applies for qualification recognition for the same capability project within 6 months after obtaining recognition, it can simplify the technical review process and shorten the technical review time based on the actual situation.
Tianxiang Quality and Technical Services Co., Ltd. has become the first institution to obtain relevant inspection and testing capabilities through CNAS accreditation. Liu Ying, Quality Director of Tianxiang China, stated that the Shanghai market regulatory department has accepted the 53 inspection and testing capabilities recognized by CNAS on April 21. Through written review and simplified on-site review, the qualification certification for the above-mentioned inspection and testing capabilities was completed within 3 weeks, saving at least half of the time compared to before and also saving the institution the manpower and material costs required to prepare for on-site review.
In recent years, the Shanghai market regulatory authorities have introduced a series of reform measures for inspection and testing work, such as taking the lead in implementing the qualification recognition notification commitment system for inspection and testing institutions nationwide, continuously improving the supply of high-end inspection and testing capabilities, and accelerating the construction of a modern inspection and testing industry system, innovation system, and service system.
Now, Shanghai has become one of the most active regions for inspection and testing activities in China. The annual revenue of the inspection and testing industry continues to maintain double-digit growth, with quality and efficiency ranking among the top in the country. Institutions that account for only 2.5% of the country's total have created 7.6% of the country's business revenue, and internationally renowned inspection and testing certification institutions and organizations have settled in Shanghai, leading the country in internationalization.
