In order to further leverage the supporting and driving role of cross-border e-commerce in the innovative development of foreign trade, enhance the global influence and international competitiveness of Shanghai's exhibition economy, Shanghai has formulated the "Shanghai Action Plan for Promoting High Quality Development of Cross border E-commerce" and the "Shanghai Three Year Action Plan for Promoting High quality Development of Exhibition Economy and Building an International Exhibition Capital".
On the afternoon of July 20th, the Shanghai Municipal Government Information Office held the eighth press conference of the "Creating a First Class Business Environment, Serving the Construction of a New Development Pattern" series, with the theme of "Stabilizing the Foreign Trade Environment and Promoting the High quality Development of Cross border E-commerce and Exhibition Economy". The conference gave a special introduction to the two major action plans.
Shanghai is one of the earliest port cities to carry out cross-border e-commerce pilot projects. Relying on the national level cross-border e-commerce comprehensive pilot zone, Shanghai's cross-border e-commerce has developed rapidly, achieving a scale leap from 10 billion yuan to 100 billion yuan. From January to June this year, the import and export of cross-border e-commerce reached 141.96 billion yuan, a year-on-year increase of 84.0%. International cross-border e-commerce platforms, local e-commerce platforms, and self built stations are accelerating their development, and the professional service system related to cross-border e-commerce logistics, payment, and operation is complete. Shanghai's enterprises have built over 138 overseas warehouses with a construction area of 1.79 million square meters.
Shanghai is also one of the major exhibition cities in the world, ranking first in terms of the number and area of exhibitions held domestically and among the top in the world. Since the beginning of this year, the municipal and municipal governments have continuously introduced supportive policies, and the exhibition economy in Shanghai has shown a comprehensive recovery and rapid growth trend. In the first half of the year, the main exhibition halls in Shanghai held a total of 169 exhibitions and activities, with a total exhibition area of 7.5889 million square meters. The exhibition area has recovered to over 80% of the same period in 2019.
The Action Plan for Promoting High Quality Development of Cross border E-commerce in Shanghai mainly proposes 18 key tasks in five aspects.
One is to strengthen the cultivation of the main body and create independent brands. This mainly includes accelerating the gathering of cross-border e-commerce entities, continuously promoting the construction of cross-border e-commerce demonstration parks, and implementing the "Overseas Excellent Products" action plan. The second is to support model innovation and cultivate new growth drivers. This mainly includes promoting the development of export scale, upgrading import consumption, strengthening professional supporting services, and improving the efficiency of cross-border e-commerce logistics. The third is to strengthen technological empowerment and promote the construction of overseas warehouses. This mainly includes supporting multiple entities to jointly build and share overseas warehouses, building a comprehensive service platform for overseas warehouses, and guiding enterprises to optimize their overseas warehouse layout. The fourth is to optimize regulatory services and create a better business environment. Mainly including: improving the level of cross-border e-commerce public services, enhancing the level of customs clearance facilitation, accelerating the implementation of tax policies, optimizing cross-border fund settlement services, supporting enterprises to strengthen exchange rate risk management, and increasing financial support. The fifth is to strengthen communication and cooperation, and create a good industry ecosystem. Mainly including: cultivating and gathering industry talents, promoting industry exchanges and cooperation.
The three-year action plan for Shanghai to promote high-quality development of the exhibition economy and build an international exhibition capital mainly proposes 20 measures in five aspects. One is to focus on the overall situation and serve the national strategy at a high level. The second is to enhance energy levels and enhance the function of allocating global resources. The third is to optimize the layout and build a new ecosystem of exhibition economy. The fourth is to integrate empowerment and amplify the comprehensive driving effect of the exhibition economy. The fifth is to integrate innovation and build a highland for the business environment of the exhibition economy.
The three-year action plan for promoting high-quality development of the exhibition economy and building an international exhibition capital in Shanghai clarifies the work goals of high-quality development of the exhibition economy in Shanghai. It is expected that by 2025, the global resource allocation capacity of Shanghai's exhibition industry will be further enhanced, the global influence and international competitiveness of Shanghai's exhibition economy will be further enhanced, the market mechanism will be more mature, exhibition enterprises will be more dynamic, brand exhibitions will be more concentrated, the driving effect of exhibition economy will be more obvious, and the international exhibition capital will be fully built.
In terms of improving the level of exhibitions, it is proposed to achieve a total exhibition area of around 22 million square meters by 2025, with international exhibitions accounting for 80% of the total exhibition area; In terms of gathering market entities, more than 35 institutions have been proposed to enter the certification of the International Exhibition Industry Association, and 2-3 exhibition groups with international competitiveness have been cultivated; In terms of highlighting industrial linkage, it is proposed to establish the concept of integrated development of "exhibition+" and strive to create new advantages of "exhibition+industry"; In terms of optimizing the business environment, it is proposed to improve the urban exhibition guarantee system with Shanghai characteristics, and build a policy promotion system that combines multiple measures and is precise and efficient; In terms of promoting the prosperity of the exhibition economy, it is proposed to accelerate the improvement of the exhibition industry chain layout, fully leverage the demonstration and leading functions of Pudong New Area, Hongqiao International Central Business District and other regions, and create new growth points for the exhibition economy.
