The General Administration of Customs released the "16 Measures for Customs to Optimize the Business Environment" in June this year. Taking into account the changes in Shanghai's foreign trade pattern and the actual needs of enterprises and industries, Shanghai Customs has further introduced a total of 29 measures in six aspects, aiming to stabilize the scale of foreign trade, optimize the structure, and support Shanghai in consolidating and amplifying the stable and positive economic trend.
In promoting high-level institutional openness, Shanghai Customs supports the pilot import of remanufactured products in key industries; Support the promotion of the third phase expansion of the Yangshan Special Comprehensive Bonded Zone; Support the agglomeration and development of advanced manufacturing industry within the comprehensive protection zone; Support the cultivation of Shanghai high-energy commodity trading platforms, such as promoting the actual operation of national bulk commodity warehouse receipt registration centers, and supporting the Shanghai Oil and Gas Trading Center platform to carry out bonded oil and gas spot trading.
In terms of stabilizing and expanding the import and export scale of key products, Shanghai Customs supports promoting the import and export of high-quality agricultural and food products; Implement "release before inspection" for imported mineral products and crude oil that meet the conditions; Support the expansion of exports of products represented by the "new three samples"; Focusing on the first-time economy, promoting convenient customs clearance for imported food and cosmetics samples.

In terms of supporting foreign trade enterprises to expand their market with "light equipment", Shanghai Customs supports "one-stop" customs clearance services, integrated bonded supervision, and a package of tax collection and management, promoting the aggregation and upgrading of headquarters enterprises; Innovation pilot group style, industrial chain supply chain style "1+N" cluster cultivation and certification model; Increase efforts to cultivate approved exporters; If export enterprises encounter unreasonable trade barriers, we will provide full chain services to help them cope with such barriers; Strengthen intellectual property risk warning and guidance on rights protection; Provide enterprises with convenient channels for fault tolerance, error correction, and compliance with the law.
In terms of enhancing the resilience of foreign trade, Shanghai Customs will deepen the pilot of integrated circuit supervision and innovation, and comprehensively promote the control and inspection mode of high-tech goods such as vacuum packaging; Pilot implementation of customs clearance measures for special items and commercial products used in cell therapy research and development; Comprehensively utilizing policies such as enterprise group bonded trade and domestic sales facilitation to promote the development of advanced manufacturing clusters such as domestic cruise ships and new energy vehicles; Optimize the regulatory model for cross-border e-commerce import returns and support enterprises in implementing a return center warehouse model; Promote enterprises within the comprehensive bonded zone to carry out bonded maintenance services for domestically produced products of our group; Ensure the normal operation of LNG refueling and explore expanding the refueling range.
In March 2022, Shanghai Port provided synchronous refueling of LNG fuel for large LNG dual fuel powered container ships for the first time and also for the first time in China.
In terms of helping to improve the level of trade and Shanghai Shipping Center, Shanghai Customs supports Hongqiao and Huaihai Xintiandi Import Trade Promotion and Innovation Demonstration Zones to improve the platform functions; Promote the "departure confirmation" model for import customs transfer; Continuously promote the "linkage unloading" model between inland container terminals in the Yangtze River Delta and Yangshan Port in Shanghai.
Shanghai Yangshan Port has recently completed the first batch of "linked unloading" in Jiangxi.
In terms of further improving the level of trade facilitation, it includes the construction of smart customs, improving the efficiency of intelligent image review applications, promoting the trial operation of the "cloud issuance" model for export inspection and quarantine certificates, supporting the promotion of the "ship side direct lifting" and "port arrival direct loading" models for dangerous goods and ultra high and ultra wide special containers, piloting the "two certificates in one" reform for imported cars and motorcycles, and strengthening foreign trade statistical monitoring and analysis.
In the first half of this year, the total import and export value of Shanghai reached 2.09 trillion yuan, a year-on-year increase of 11.4%, which is 9.3 percentage points higher than the national average growth rate. The import and export scale exceeded the 2 trillion yuan mark for the first time, setting a new historical high for the same period.
