Shanghai builds a comprehensive service platform for overseas warehouses to promote high-quality development of cross-border e-commerce overseas warehouses in Shanghai
With lower logistics costs and faster delivery times, overseas warehouses have become the fastest developing, most promising, and most driving new form of foreign trade. In order to promote the high-quality development of Shanghai's cross-border e-commerce overseas warehouses, the Shanghai Municipal Commission of Commerce, together with tax, customs, and foreign management departments, guided Shanghai Cross border E-commerce Public Service Co., Ltd. to use big data, blockchain and other technologies to build a comprehensive overseas warehouse service platform. On the afternoon of July 19th, the overseas warehouse comprehensive service platform was officially unveiled, and representatives from 8 enterprises signed contracts on-site to join the platform.
In recent years, the construction of the Shanghai Cross border E-commerce Comprehensive Pilot Zone has achieved significant results. In 2021 and 2022, it was awarded the title of "Significant Results" in the evaluation of the construction of the Ministry of Commerce Cross border E-commerce Comprehensive Pilot Zone, ranking first in comprehensive ranking. The scale of cross-border e-commerce transactions in Shanghai has developed from one billion yuan to one hundred billion yuan. In 2022, the import and export of cross-border e-commerce in Shanghai reached 184.12 billion yuan, an increase of 38.6%. In the first half of this year, the import and export of cross-border e-commerce in Shanghai reached 141.96 billion yuan, an increase of 84.0%.
It is understood that the establishment of an overseas warehouse comprehensive service platform in Shanghai will integrate information such as export customs clearance, overseas sales, and international logistics, and build a digital trade loop for the entire process of overseas warehouses both domestically and internationally. This will provide traceability and authenticity verification services for cross-border e-commerce overseas warehouse export receipts and settlements, tax refunds, and returns. It will also provide information support for digital intelligent supervision and promote the facilitation of overseas warehouse trade.
After entering the overseas warehouse comprehensive service platform, enterprises can experience one-stop services by filing relevant qualifications and completing authorization for sales data and customs clearance data on the e-commerce platform. When declaring customs clearance, the enterprise completes the declaration of the warehouse order on the Shanghai Cross border E-commerce Public Service Platform and declares the 9810 customs declaration through a single window; The goods are transported to overseas warehouses and sold on e-commerce platforms. After generating sales records, the platform collects information on enterprise export customs clearance, overseas sales, international logistics, etc., and verifies them through risk data models to form an electronic information ledger for the enterprise.
In the process of export tax refund, after the enterprise submits a tax refund application to the tax department, the tax department can use the platform to assist the supervision system, understand and master the logistics and sales records of the enterprise's overseas goods, verify the authenticity and completeness of trade, thereby shortening the business processing cycle and improving the convenience of enterprise tax refund.
In the fund settlement process, after the enterprise initiates a foreign exchange withdrawal application on the platform, the platform matches the collected overseas sales order information with the withdrawal application and pushes the result data to the cooperating bank to help the enterprise safely and compliantly withdraw funds.
Shen Weihua, deputy director of Shanghai Municipal Commission of Commerce, said that the establishment of an integrated service platform for overseas warehouses was aimed at solving the pain points of data collection, export tax rebate, collection and settlement of foreign exchange faced by the vast number of cross-border e-commerce enterprises in the export of overseas warehouses, and further releasing the development potential of cross-border e-commerce export overseas warehouses. The Shanghai Municipal Commission of Commerce will take the launch of the three-year action plan for cross-border e-commerce and the launch of overseas warehouse platforms as an opportunity, in conjunction with regulatory departments such as customs, taxation, and foreign exchange, to continue to encourage and support innovation in cross-border e-commerce formats and models, and to support enterprises to grow and strengthen.
