Shanghai aims to become the cruise economy center in the Asia Pacific region by 2035
Promoting the high-quality development of the international cruise economy is a powerful measure for Shanghai to deepen high-level reform and opening up, enhance urban level and core competitiveness. At the municipal government press conference held this morning, Zhu Min, Director of the Municipal Commission of Commerce, introduced the Shanghai Action Plan for Promoting High Quality Development of International Cruise Economy, proposing the development goal of "one port, one place, and one center". By 2035, Shanghai will be built into an international first-class cruise hub port, a cruise tourism destination with international influence, and a cruise economy center in the Asia Pacific region with global resource allocation capabilities.
Focusing on five aspects, the Action Plan proposes 20 work measures:
Firstly, expand the economy of cruise headquarters. Two measures are proposed to cultivate the headquarters of domestic and foreign cruise enterprises through clustering. One is to cultivate and develop local cruise enterprise headquarters, enhance the quality of local cruise brand, actively promote the professional restructuring of cruise manufacturing enterprises, and build a Chinese cruise enterprise with global influence and competitiveness; The second is to gather the headquarters of foreign cruise enterprises, attract regional headquarters, headquarters type institutions, and multinational corporate business headquarters of global cruise companies to settle in Shanghai, create a multinational corporate headquarters base, and form an international cruise headquarters agglomeration effect.
Secondly, strengthen the cruise manufacturing system. Three measures are proposed to enhance the core competitiveness of cruise ship manufacturing. Firstly, establish an independent research and development design system for cruise ships, create cruise products with independent intellectual property rights, and strive for the establishment of national cruise enterprise technology centers and research and development platforms in Shanghai; The second is to cultivate the overall contracting capacity of cruise ship construction projects, build world-class cruise ship design, manufacturing, and assembly bases, build supporting supply chains, establish construction and operation standards, and establish a testing and certification system; The third is to integrate ship repair resources in the Yangtze River Delta and expand cruise ship maintenance and renovation business.
Thirdly, strengthen the functions of port hubs. Six measures are proposed to improve the level of port services. One is to coordinate and plan the industrial spatial layout, forming a Shanghai international cruise economy industrial cluster with complementary advantages in Baoshan, Hongkou, and Pudong; The second is to enrich the supply of cruise route products, attract cruise ships of different grades, categories, and themes from around the world to berth, develop differentiated routes, and create a diversified international cruise route system; Thirdly, enhance the attractiveness of cruise destinations, promote the integration of tourism in the Yangtze River Delta, and achieve the linkage development of cruise tourism with urban tourism and regional tourism; The fourth is to enhance the influence of cruise ship visits to the port, increase the supply of high-quality cruise ship products, promote inbound tourism consumption of cruise ships, and enhance the influence of Shanghai Cruise Hub Port; The fifth is to optimize the functions of cruise ports, continuously promote the facilitation of cruise port clearance, upgrade and transform the inspection facilities of cruise ports, and enhance the trade functions of cruise ports; Sixth, we will deepen the construction of a "single window" for cruise ports, solidify the digital foundation of the cruise economy, and form a cruise port clearance model that covers all customs clearance processes and gathers all elements.
Fourthly, provide high-quality cruise ship supporting services. Four measures are proposed to optimize the business environment of cruise economy. One is to build an Asia Pacific cruise service trade platform, improve ship management and supply, education and training, testing and certification, trading services and other functions; The second is to build an Asia Pacific cruise ship material supply center, formulate cruise ship material supply product standards and service systems, and enhance the comprehensive service level of cruise ship material supply; The third is to cultivate Asia Pacific cruise consumption centers, promote the construction of new landmarks and complexes for cruise culture and tourism, expand the connotation of cruise consumption, establish cruise consumption brands, and achieve the improvement and expansion of cruise consumption quality; The fourth is to establish the Asia Pacific Cruise Crew Service Center, build an online service platform and offline training service center for cruise crew, and create a comprehensive service system for cruise crew.
Fifth, improve the ecosystem of the cruise industry. Five measures are proposed to strengthen the policy support system for the cruise industry. One is to strengthen the construction of the financial service system. Encourage the expansion of investment and financing channels, increase the supply of financial and insurance products and services in the field of cruise ship construction, and support the IPO of cruise ship enterprises; The second is to build a complete cruise talent system. Intensify the cultivation of local cruise talents, establish a cruise talent pool, and reserve talents for the entire cruise industry chain. Promote the integration of cruise industry and education, and strengthen the exchange of high-level talents in the international cruise industry; The third is to establish a cruise data statistical monitoring system. Strengthen international cooperation in cruise economy research, establish a statistical survey system framework and economic monitoring system for the cruise industry; The fourth is to promote the improvement of the supporting policy system. Establish a policy support system for the cruise industry and timely introduce local regulations to support the development of cruise ships; The fifth is to build a platform for cooperation and exchange with international influence. Establish the "International Cruise Economy Shanghai Summit Forum" to support the establishment of an international cruise exchange platform and expand the influence of Shanghai cruise international brand communication.
