According to the Shanghai tax department, with the significant increase in inbound and outbound passenger flow, the number of outbound tax refunds for overseas tourists in Shanghai experienced explosive growth in the first five months of this year. The number of outbound tax refund applications reached 5500, with a cumulative tax refund sales revenue of 350 million yuan, an increase of 56.3% compared to the same period in 2019, setting a new historical high.
The tax refund for overseas tourists leaving the country after shopping is an important step in boosting market confidence and creating a "dual circulation" in the consumption sector. Since the implementation of the departure tax refund policy in 2015, Shanghai has consistently ranked first in the country in terms of sales revenue and amount of tax refunds processed.
Since 2020, the tax authorities in Shanghai have accelerated the planning and layout of tax refund shops, adding 148 newly registered tax refund shops. Currently, the total number of tax refund shops in the city has reached 578. From the perspective of regional layout, it has achieved full coverage of well-known commercial districts such as Nanjing West Road, Huaihai Road, and Lujiazui.
At the same time, Shanghai is continuously deepening the "buy and refund" processing method for exit tax refunds. The "buy and return" procedure was pioneered by the Shanghai tax department nationwide. Compared to the past, it is more convenient to go to the window of the tax refund agency to handle the confirmation procedures, and the "buy and refund" tax refund procedures are greatly shortened, and the time for the refund to be received is also greatly reduced.
According to the relevant person in charge of the Second Taxation Branch of Shanghai Municipal Taxation Bureau, since November 2020, the maximum amount of tax refund items that the same overseas passenger applies for to the same "buy and return" tax refund store on the same day has been raised from the original 30000 yuan to 110000 yuan. On the basis of the original cash and bank account transfer tax refund, Alipay and other third-party convenient payment methods have been added, further improving the acceptance scope of "buy and return".
