Online ride hailing platforms are engaging in a price war, concealing operational data and increasing travel risks. The reporter learned from the Shanghai Road Transport Administration today that starting from August 14th, multiple departments including the Municipal Transportation Commission, Municipal Road Transport Bureau, Municipal Public Security Bureau, Municipal Market Supervision Bureau, and Municipal Communication Administration have conducted joint interviews with 18 compliant ride hailing platform companies in Shanghai, as well as Didi Chuxing and Gaode Taxi Platform.
Since the second half of 2022, various ride hailing platform companies have attracted traffic through methods such as "discounted prices" and "fixed prices" in order to seize the market, and have also relaxed access controls, resulting in a further increase in the number of non compliant ride hailing vehicles, seriously damaging the interests of dual compliant drivers. At the same time, platform companies have concealed operational data and lax safety management, resulting in a significant increase in the number of ride hailing accidents in the first half of 2023, increasing the risk of passenger safety during travel.
In June of this year, the industry management department issued a notice on further regulating the business behavior of ride hailing platform enterprises, clarifying the requirements for the "three no's and three dimensional protection" work, including formulating the clearance of non compliant vehicles, regulating pricing behavior, dispatching behavior, and cooperation behavior, timely and accurately uploading data in accordance with regulations, and increasing operational management efforts to protect the legitimate rights and interests of passengers and strengthen the protection of driver rights and interests.
During the interview, a specialized team composed of multiple departments for the collaborative supervision of new forms of transportation in Shanghai supervised the progress and implementation of various work by the platform company, further reiterating management requirements. For platform companies that fail to implement effectively, it is required to provide a quantitative plan for monthly implementation before the end of the year. In the future, the collaborative supervision work team will strengthen supervision and tracking based on the progress schedule of each platform company, requiring each platform company to follow their commitments, achieve monthly progress and implementation, and ensure the implementation of various management requirements. For platform enterprises that refuse to implement or do not implement effectively, it is not ruled out to further take joint settlement inspection, as well as suspend Internet services in the region as appropriate and other joint disposal measures.
It is understood that this interview is the first joint interview organized by the Shanghai Transportation New Industry Collaborative Supervision Work Special Team after its establishment, and it is also a key link in promoting the three steps of Shanghai's online ride hailing compliance and standardization work. The interview will be conducted in a one-on-one manner, with the management department and the platform company having a separate meeting to point out the problems that exist in the platform company's operations and propose management requirements. At the same time, listen to the actual needs of enterprises, combine supervision and assistance, and promote the healthy, fair, and orderly development of the industry.
