How to make parking QR code payment more "pure"? Recently, the Shanghai Consumer Protection Commission issued the "Compliance Guidelines for Scan Code Payment Services in Shopping Mall Parking lots in Shanghai", which will be officially implemented starting today.
The Guidelines clarify the concepts of shopping mall parking lots, operating enterprises, QR code payment, and mini programs, and stipulate the basic principles for shopping mall parking lot operating enterprises to carry out QR code payment business activities, including compliance with laws and regulations and business ethics, convenient use, reasonable fees, and not collecting any personal information from consumers. Collecting and using personal information from members should follow the principles of legality, legitimacy, necessity, and integrity, and protect the legitimate rights and interests of consumers in personal information.
According to the "Guidelines", shopping mall parking lots should provide consumers with a QR code that allows them to directly access the payment page, and prominently mark the words "directly scan the code to pay parking fees". The QR code should be prominently posted in prominent locations such as the main passages, walls, and entrances/exits of the venue. The payment page should be concise and clear, making it convenient for consumers to obtain, operate, and pay. At the same time, operating companies should ensure the accuracy, validity, and security of the parking payment QR codes posted in the shopping mall parking lot, and take necessary technical measures to prevent the QR codes from being tampered with or forged.
The Guidelines also propose that operating enterprises providing services to members should strictly follow the relevant rules for collecting and using member personal information, and the collected member information should be closely related to the current parking service consumption scenario. The operating enterprise shall not force or induce consumers to register members or pay attention to WeChat official account in any form and for any reason. If the shopping mall parking lot does not support manual payment within the venue, the operating enterprise should inform consumers of other manual payment locations or other payment methods.
In order to ensure the normal use and consumer experience of QR code payment services in shopping malls, operating companies should also take necessary measures to ensure stable network signals in the parking lots and provide necessary network conditions for consumers to scan and pay. At the same time, operating companies should regularly upgrade and update their scanning and payment systems to continuously optimize the consumer experience.
The Shanghai Consumer Protection Commission stated that it hopes to standardize and simplify the payment process of consumers, protect their legitimate rights and interests, and promote the healthy development of the consumer market through the implementation of the Guidelines. At the same time, it also calls on consumers to pay attention to protecting personal information security and preventing personal information leakage and abuse during the consumption process.
