The Shanghai emergency management department exposed a batch of typical hidden dangers and illegal behaviors today, promoting regional departments and industry units to effectively improve their willingness and ability to discover and solve problems.
On April 13th this year, administrative law enforcement officers from the Emergency Bureau of Pudong New Area discovered during a law enforcement inspection of Shanghai Litong Semiconductor Energy Technology Co., Ltd. that employee Li, who operated the air conditioning unit, did not hold a special operation certificate for refrigeration and air conditioning. Through the "Special Operation Certificate Inquiry" platform of the Emergency Department, law enforcement personnel did not find Li's special operation certificate.
After investigation, it was found that the three combined air conditioning units of the company have cooling capacities of 280 kW, 200 kW, and 110 kW, all exceeding the lower limit of 48 kW for certified operation. They are usually operated by Mr. Li.
According to the "Standards for Determining Major Accident Hazards in Industrial and Trade Enterprises", special operators who have not received specialized safety training and obtained corresponding qualifications in accordance with regulations and are on duty should be determined as major accident hazards. The above behavior violates the relevant provisions of the Work Safety Law. On May 12th, the Pudong New Area Emergency Bureau imposed an administrative penalty of 40000 yuan on the company.
On June 29th, the Urban Construction Management Center of Zhongshan Street in Songjiang District and other units carried out a joint law enforcement special campaign on gas safety in their jurisdiction. Inspectors found that the catering unit at Room 102, Building 77, No. 327 Songhui East Road, stored an excess of 3 liquefied gas cylinders weighing 50 kilograms and 5 liquefied gas cylinders weighing 15 kilograms, without setting up a single-layer dedicated gas cylinder room. Combustible gas alarm devices were not installed in the storage area for liquefied gas cylinders.
According to the Safety Production Law, production and operation units in the catering and other industries that use gas shall install combustible gas alarm devices and ensure their normal use. The behavior of the catering unit does not comply with mandatory standard specifications and violates the Safety Production Law.
The inspectors issued a rectification order on site, confiscated 8 liquefied gas cylinders on the spot, and promptly handed them over to the maintenance unit designated by the Songjiang District Gas Management Office by a dedicated vehicle.
On July 10th, the Jinshan District Emergency Bureau discovered during an inspection of Shanghai Aodian Hardware Machinery Co., Ltd. that five workers were carrying out welding operations. Law enforcement officers demanded that they present welding certificates, and except for one employee, everyone else said they did not carry welding certificates with them. After investigation, two people's special operation certificates have expired, and they have not found any information on the "Special Operation Certificate and Safety Production Knowledge and Management Ability Assessment Qualified Information Query Platform" on the official website of the Emergency Management Department.
After confirmation by law enforcement personnel and the on-site person in charge of the unit, three of them were labor dispatch personnel hired by the unit. Before taking up their posts, the company did not confirm whether they had a certificate and the authenticity of the certificate.
According to the "Standards for Determining Major Accident Hazards in Industrial and Trade Enterprises", if a company uses special operation personnel who have not obtained the corresponding special operation certificate or have expired the special operation certificate to work, it should be determined as a major accident hazard.
Law enforcement officers issued "On site Inspection Records," "Order for Rectification within a Time Limit," and "On site Handling Measures Decision," ordering four people to immediately stop welding operations. The relevant behavior of the unit has violated the Safety Production Law, and law enforcement personnel have requested its cooperation in conducting further investigations.
During the investigation in Minhang District, it was found that the southeast side of a gas station in Qibao Town is under construction, and only the district economic commission has been registered. The construction plan related to flammable and explosive areas has not been reported to the district emergency bureau.
According to the Safety Management Regulations for Maintenance Operations in Flammable and Explosive Hazardous Areas, those who engage in maintenance operations in places that may endanger public safety, such as gas stations, should report to the district safety production supervision department.
In addition, when non oil business buildings or facilities are set up in car refueling and refueling stations, they should not be placed in the operating area. The fire separation distance from the combustible liquid or combustible gas equipment in the station should comply with relevant standard requirements. The fire separation distance between the northernmost charging point of the gas station and the southeast fuel dispenser inside the station does not meet the requirements of the Technical Standards for Automotive Refueling, Gas Filling, and Hydrogen Filling Stations.
Qibao Town interviewed the construction manager and gas station manager of the project, ordered them to immediately stop construction, and issued a rectification order to them.
