Introducing another 30 major issues related to industries and people's livelihoods, Shanghai's Five New Cities Construction is fully launched | New Cities | Comprehensive Efforts
On July 25th, 2023, the Shanghai Major Functional Projects Introduction New City Release Event was held at the Songjiang Guangfulin International Cultural Exchange Center. 30 major functional projects will be launched this year, gradually introducing them to five new cities.
Last year, the first batch of 25 major projects were introduced into the new city, which has now been basically completed and put into use. This year, the construction of the five new cities has entered a critical stage of comprehensive efforts and functional improvement. The second batch of 30 major projects to be introduced will be further upgraded in terms of quantity, type, and positioning, promoting faster aggregation of functions in the five new cities.
"Triple Upgrade" of Function Import
In 2021, the Shanghai Municipal Government Work Report first mentioned the concept of "Five New Cities". Jiading, Qingpu, Songjiang, Fengxian, and Nanhui will serve as independent comprehensive node cities, playing an important role in exploring a multi center urban path and optimizing the urban spatial pattern for Shanghai. Subsequently, in July 2022, Shanghai formulated and released the Implementation Plan for Promoting the Introduction of New City Functions, clarifying the "construction drawings" for the aggregation of new city functions, and releasing the first batch of functional matters for the introduction of new cities.
Huang Xianjun, Director of the Regional Department of the Shanghai Development and Reform Commission, introduced that after a year of practice, Shanghai has accumulated a lot of experience in introducing new city functions and formed a coordination mechanism for the introduction work. This year, on the basis of the first batch of imported projects, the second batch of 30 major functional projects will be further upgraded, not only increasing in quantity compared to last year, but also expanding in types and improving in level.
According to the Implementation Plan, during the 14th Five Year Plan period, each new city will introduce at least 2 municipal state-owned enterprise headquarters or headquarters type institutions to settle down, build at least 3 national or municipal innovation platforms and facilities, and introduce at least 1 influential element platform. In terms of public services, each new city will add at least one high-quality high school, ensuring that each new city has at least one tertiary hospital foundation, one high-quality elderly care service facility, and supporting large-scale brand cultural festival activities and opening and closing ceremonies landing in the new city.
In order to promote the comprehensive implementation of the Implementation Plan and the comprehensive construction of the new city, the newly introduced projects in 2023 will be more diverse in types, covering multiple functions such as headquarters, schools, hospitals, cultural and tourism activities, on the basis of introducing numerous industrial projects. Among the newly released items in 2023, there are 14 public service functions, an increase of 10 compared to last year. For example, Songjiang New City has planned to hold a science fiction film week with the Shanghai International Film and Television Festival Center, introducing some units of the only international A-class film festival in China - the Shanghai International Film Festival - into the new city and winning a good reputation. For example, Zhongshan Hospital Qingpu New City Campus plans to officially start construction within this year, and after completion, it will become the first tertiary Grade A hospital in the Qingpu area, effectively improving the regional medical level.
Meanwhile, in the newly released items in 2023, the advantageous functions of the five new cities are further highlighted. For example, Jiading New City has made articles on the word "car" to amplify the brand effect of "International Automotive Smart City", and introduced major functional issues such as Shanghai Automotive Chip Engineering Center and Shanghai 360 Automotive Endurance Race; Qingpu New City is focusing on the concept of "water", relying on the waterfront water scenery of the water town, introducing the Italian cycling race and the Yangtze River Delta open race, actively creating a "beautiful and most Jiangnan" cycling scene; Songjiang New City is focusing on the concept of "innovation" and making synchronous efforts in new infrastructure, science and technology innovation investment, and introducing Shanghai Science and Technology Network Data Center and G60 Science and Technology Innovation Corridor Science and Technology Achievement Transformation Fund to enhance the function of science and technology innovation policy sources; Fengxian New City is focusing on the word "beauty" by introducing the Millennium Health Regional Headquarters and the Global Headquarters of Duning Biology, continuously extending the "Oriental Beauty Valley" industrial chain; Nanhui New City is focusing on the concept of "integration", relying on the unique image of the coastal urban area of "Lingang Haihu Rhyme", and introducing high-quality educational and sports resources such as water sports centers, half marathons, and schools for foreign children, striving to provide distinctive public services for the Lingang New Area. Each new city will fully utilize its regional advantages and resource endowments, attract the gathering of distinctive functions, and enhance the depth of industrial development.
Promote the improvement of Shanghai's strategic layout
The introduction of many industrial projects and innovation platforms in the new city not only helps Shanghai break through development space limitations and lay the foundation for multi center construction in the city, but also helps Shanghai's economic and industrial transformation and high-quality development. From a more long-term perspective, it improves Shanghai's industrial strategic layout and promotes the strengthening and supplementation of various industries.
The Youya Group, which was introduced to Qingpu New City this time, is a diversified enterprise mainly engaged in digital catering management, brand authorization, and investment management. The company's headquarters is located in Xi'an and began searching for a second headquarters in other cities in 2021. Since the beginning of this year, the integration process between enterprises and Qingpu New City has been accelerating. It has not only been decided to move the second headquarters to Qingpu, but also to invest in the construction of Huapu Digital Cloud Valley in the new city.
"Our clients are in Shanghai, investors are in Shanghai, and the talents we need are in Shanghai. The development direction of the enterprise and regional long-term planning are also in line, so when it comes to national development, it naturally comes to Shanghai." In the view of Cheng Peng, Chairman of Youya Group, the demand for digital transformation in Shanghai's traditional catering industry is strong, and Qingpu has built a large number of industrial parks, urgently needing to supplement and equip consumer facilities. As a production and service-oriented enterprise, Youya Group has great potential in Shanghai. At the same time, Huapu Digital Cloud Valley will also provide development carriers for more digital enterprises and promote the development of Qingpu's digital industry.
On the other hand, the development of enterprises in the five new cities can also form complementary advantages with the supply chain of the Yangtze River Delta, and obtain a broader industrial hinterland. "The most obvious manifestation of the integrated development of the Yangtze River Delta is that many Jiangsu and Zhejiang enterprises we know are considering setting up branches or headquarters in Qingpu, so we simply settled in Qingpu." Cheng Peng told reporters that the production line newly built by Youya Group in recent years is located in Suzhou. He has actually experienced that it only takes 40 minutes by car from Qingpu to the enterprise's factory, and Qingpu is also adjacent to the Hongqiao transportation hub, making it very convenient to work everywhere.
According to the Shanghai Development and Reform Commission, in accordance with the requirements of the Implementation Plan, the focus will be on various types of matters such as municipal state-owned enterprises, central enterprises, private enterprises, foreign enterprise headquarters, as well as research institutes, schools, hospitals, cultural and sports events. Currently, a list of 70 items has been proposed for the introduction of new cities, and it is planned to introduce them to five new cities during the 14th Five Year Plan period. At the same time, more external items on the list will be gradually absorbed to accelerate the gathering of more functions in the five new cities.
