This afternoon, the Shanghai Cyberspace Administration and the Municipal Market Supervision Bureau jointly launched the "Bright Sword Pujiang · Special Law Enforcement Action for the Protection of Personal Information Rights and Interests in the Consumer Field". This action will last for six months and, under the guidance of the Network Law Enforcement and Supervision Bureau of the State Cyberspace Administration, will address issues such as excessive collection, forced demand, induced access, and illegal use of personal information. In accordance with laws and regulations such as the Personal Information Protection Law and the Consumer Rights and Interests Protection Law, special law enforcement actions will be carried out in stages, with different focuses and fields. Various measures will be taken to punish illegal behaviors that infringe on the personal information rights and interests of consumers, promote enterprises to actively fulfill their personal information protection obligations, and enhance the awareness of personal information protection in the whole society.
Based on the clues reported by netizens in the early stage, the special law enforcement action focuses on eight major consumption scenarios, including restaurants, parking QR codes, children's learning and training, online financial loans, real estate intermediaries, renting chargers, shopping in supermarkets, and car 4S stores. The focus is on rectifying eight types of problems, including: there is no privacy policy, or there are no rules for collecting and using personal information in the privacy policy, or there is no obvious way to remind users to read the privacy policy and other collection and use rules; Not listed one by one, or explicitly stating the purpose, method, and scope of collecting and using personal information through other methods; Unauthorized, default user consent, mandatory collection of personal information, or inducing users to provide personal information.
