The problem of losing contact as soon as entering the underground garage has been a pressing concern among Shanghai residents in recent years. When making a phone call in an emergency situation in an underground garage, a lack of signal from the phone can pose a safety hazard. Meanwhile, with the popularization of intelligent connected vehicles, the lack of signal in underground garages will seriously affect the use of in vehicle applications and intelligent charging stations. In February of this year, Shanghai began implementing a special project for mobile communication coverage of underground parking lots in residential communities. As of now, 2251 residential communities have started construction, of which 1118 have been completed. A total of 4 towns in Pudong New Area, Nanmatou Road Street, Putuo District Yichuan Road Street, Baoshan District Songnan Town, and Wusong Street have achieved full coverage of underground parking lot signals in residential communities within their jurisdiction.
Zhang Ying, Deputy Director of the Municipal Commission of Economy and Information Technology, introduced that this special project is jointly promoted by the Municipal Commission of Economy and Information Technology, the Municipal Communication Management Bureau, and the Municipal Housing Management Bureau, in collaboration with various districts and telecommunications operating enterprises. The construction year and number of parking spaces in each community are surveyed in advance, and a "one community, one plan" is tailored. 1310 communities with high demands from citizens through the 12345 hotline are selected to prioritize construction.

The key for telecommunications operators to implement underground signal coverage in residential areas lies in the coordinated efforts of the neighborhood committee, property committee, and property management. Each street has its own way to tackle tough challenges. In the South Wharf Road Street, combined with the construction of the "Quality South Wharf" boutique urban area, the party organizations in the residential area are in front of the command, effectively solving the problems of difficult entry and excavation; In Yichuan Road Street, there is a super large community called COSCO Liangwan City, which has 11600 households and approximately 50000 residents. The owners of commercial housing communities have a strong sense of autonomy, high attention to community affairs, and difficulty in communication and negotiation. To this end, Yichuan Road Street organized telecommunications operators to carry out science popularization and effectively alleviate residents' concerns about base station radiation; In Baoshan District, a volunteer service team composed of party members and young backbone cooperates with operators to carry out site inspections and science popularization propaganda one by one. Songnan Town and Wusong Street pay special attention to overall coordination, organizing various telecommunications operating enterprises to schedule and formulate plans together, striving to enter the construction site synchronously, and avoiding repeated impacts on residents' lives caused by fragmented construction.
It is reported that the "Mobile Communication Network Coverage Project for Underground Garages in Residential Communities" has been included in the Shanghai Municipal Party Committee and Government's announcement of a practical project for the people at the beginning of this year. Currently, more than half of the time has passed, and the annual goal of achieving 1000 residential communities within the year has been exceeded. It is expected that by the end of this year, more than 30 streets and towns in the city will achieve full coverage.
