On the northwest side of the intersection of Tianshan West Road and Shenkun Road in Minhang District, the construction of the Shanghai Municipal Railway Dispatching, Operation, and Skills Training Base is being accelerated. More than a hundred workers work 24/7 shifts, and the main body of the building, which is about 40 meters high, has taken shape. It is expected to complete the structural topping out by the end of August this year, and plans to open and operate simultaneously with the airport connecting line.
"Urban railways are a new and popular phenomenon in the domestic urban rail industry. Currently, Shanghai is vigorously promoting the construction of projects such as the Airport Connection Line, Jiamin Line, Nanhui Branch Line, and Demonstration Zone Line, and plans to build a city rail network of about 1000 kilometers in the future." Guo Shifeng, the on-site manager of the "Three Centers" project of Shanghai Shentie Project Management Department, introduced that the "Three Centers" are the "super brain" of the city rail network, responsible for the operation and management of the city's urban railways. They are of great strategic significance for improving the level of network operation and management of Shanghai's urban railways, ensuring network operation and dispatch command, and employee skill training.
The project consists of two main buildings, two east-west corridors, and an underground basement. It covers an area of approximately 22200 square meters, with a total construction area of 71000 square meters, including 52000 square meters above ground and 19000 square meters underground. The dispatch center is responsible for the dispatch and command, communication information exchange, and emergency command center functions of the urban railway network. The operation center is responsible for the operation and office functions of the urban railway network, and the training center is responsible for employee skill training.

The overall design of the project fully considers the concept of urban integration. Liu Bing, the design director of the project at China Railway Shanghai Institute, told reporters that the two main buildings in the north and south of the project are connected horizontally, forming a continuous overall loop shape. On the east side, the city road forms an elevated entrance square on the ground floor, which extends westward into the courtyard, like a huge city living room. The buildings on the west side resemble spreading wings, embracing the city and gazing at the Beijing Shanghai high-speed railway from afar.
The "Three Centers" responded to the national guidance on green and low-carbon construction, determined the design goals of green three-star buildings, and prepared a report on "Analysis of Operating Costs and Energy Consumption of Full Life Cycle Buildings", providing preliminary calculations and theoretical data basis for the cost and energy consumption of the entire project's entire life cycle from design, construction to operation.
"The green concept runs through the entire process of design and construction." Liu Bing gave an example, using three-layer low radiation ultra white tempered laminated glass for building glass, and setting various shading measures to ensure good lighting and ventilation performance, improving indoor thermal comfort environment; Set up an air quality monitoring system for PM10, PM2.5, and CO2 concentrations; Set up a solar hot water system to provide solar hot water heat that accounts for more than 35% of the total hot water demand of the entire project.

Since the start of construction, the tight schedule and heavy workload have been the biggest feelings of all parties involved. Zhang Ruiheng, the project manager of the "Three Centers" of Shanghai Construction Fourth Construction Group's urban railway, told reporters that the project was originally planned to start construction by the end of March 2022, but was delayed until July last year due to the impact of the epidemic. Faced with the tight schedule, the construction party has adopted measures such as increasing the number of on-site machinery, rotating workers 24 hours a day, and optimizing cross process operations to fully ensure the achievement of the established goals.
The upcoming connection of the aerial corridors between the two main buildings is a crucial step in capping the main structure. According to the traditional loose assembly and bulk process, a large number of support frames need to be set up on the ground. Workers work at heights to build, which not only occupies the construction site but also has low installation efficiency. The construction party adopts the overall synchronous lifting technology, first assembling the entire corridor on the ground, and then using professional equipment to lift the steel structure of the corridor with a span of over 60 meters and a weight of 1200 tons into position. The method of building blocks not only improves the safety of construction, but also significantly shortens the operation time.
According to the current progress, the "three centers" are expected to complete the main structure capping by the end of August this year, and start joint debugging and testing work in June next year. Finally, they will start operating synchronously with the airport liaison line. "Its construction plays a very important core role in the future transfer of urban railways and subways, interconnection of the Tongguo Railway and the Yangtze River Delta intercity metropolitan area, and the integration of transportation in the Yangtze River Delta. It will also provide demonstration and guidance for the design and construction of similar projects in the future." Guo Shifeng said.
