The Shanghai emergency management department exposed a batch of typical hidden dangers and illegal behaviors today, promoting regional departments to maintain a high-pressure situation and strictly supervise according to law, and promoting industry units to closely monitor emerging hidden dangers and implement rectification and governance.
The pull node is the connection point between the scaffold and the wall, which is an important guarantee for construction safety. However, on June 26th this year, law enforcement officers from the Safety and Quality Supervision Station under the Construction Management Committee of Chongming District found that a large number of pull points on the scaffolding of Building 12 in the "Shanghai Zhongying Commercial Management Co., Ltd. Old Factory Decoration and Renovation Project" were missing, which was determined to be a major accident hazard.
According to the Shanghai Construction Engineering Construction Safety Supervision and Management Measures, law enforcement personnel issued a "Suspension of Construction Instruction" on the spot, ordering the project to be completely suspended. At present, the project is undergoing rectification.
The absence of critical safety equipment is not an isolated case. During the first round of special inspections and supervision of major hazard sources by the Shanghai Emergency Bureau and the Shanghai Fire Rescue Brigade, it was found that the explosion-proof junction box interface of the pump motor at the Caojing Branch of Shanghai Shenxing Chemical Co., Ltd. was broken, did not have electrical explosion-proof function, and did not meet the requirements of the "Design Specification for Electrical Equipment in Explosive and Fire Hazardous Environments". It was determined to constitute a major safety hazard. On site, more than 20 potential problems and hazards were discovered in the enterprise.
The inspection team ordered the enterprise to immediately rectify the situation on site, fully implement safety production laws and regulations, national standards, and the enterprise's own safety management system, strengthen the management and maintenance of safety facilities, and carry out comprehensive operations of equipment and facilities with "diseases" and zero operations of fire prevention and control.
According to reports from Bansongyuan Road Street and investigations by the Huangpu District Fire Rescue Brigade, there are hidden dangers of occupying and blocking fire exits in both buildings located at 350 Xietu East Road and 361 Manufacturing Bureau Road in Huangpu District. The fire protection facilities on floors 2 to 4 of the two buildings are not connected to the main pump and cannot be linked. In addition, both buildings have the problem of renovating warehouses to store flammable items such as shoes. There are no firefighting personnel on site, and the firefighting facilities are not complete, which cannot meet the fire protection design standards of the warehouse, resulting in prominent safety hazards.
On April 12th, the Huangpu District Government approved the listing and supervision of 350 Xietu East Road and 361 Manufacturing Bureau Road as major fire hazards at the district level. After listing, the street interviewed 4 homeowners and 11 tenants, informing them that they must fulfill their corporate responsibilities and make corrections within a specified period of time.
On May 19th, the Huangpu District Fire Rescue Brigade sealed off warehouses located at 350 Xietu East Road and 361 Manufacturing Bureau Road on the 2nd floor in Huangpu District, and implemented a closed management measure of "only exiting but not entering". On June 14th, three shoe warehouses at 350 Xietu East Road and 361 Manufacturing Bureau Road have completed the clearance of goods. By July 24th, all water pumps and sprinkler systems in these three shoe warehouses had been installed and put into use.
On June 6th, law enforcement officers from the Jinshan District Fire Rescue Brigade discovered multiple hidden dangers during a fire inspection of Shanghai Yajian Plastic Chemical Fiber Factory: the company's Class C production plant and Class C warehouse were not equipped with indoor fire hydrant systems, nor outdoor fire hydrant systems, only fire extinguishers; The use of plastic buckle plate ceiling in Class C production workshop has a fire resistance rating of Level 4, which does not match the fire hazard category of Class C production; The power distribution line of Class C production workshop is directly laid in the closed ceiling and suspended ceiling built of combustible materials such as wood, plastic gusset plate and foam sandwich color steel plate; The installation of Class C warehouses in Class C production workshops has not been effectively separated by fire prevention measures; The finished product warehouse only has one safety exit set up.
The situation of the parties involved constitutes a major fire hazard. On June 25th, the Jinshan District Fire Rescue Brigade imposed an administrative penalty of 48000 yuan on the company in accordance with the law.
