Three central enterprises "exchange" chairmanship, with Liu Jingzhen, the alternate, taking up the new post
On June 14, the official website of the State-owned Assets Supervision and Administration Commission of the State Council announced the appointment and removal of 21 leading personnel from 12 central enterprises. Among them, Liu Jingzhen was appointed as the Party Secretary and Chairman of China Logistics Group Co., Ltd., and was removed from his positions as Party Secretary, Chairman and Director of China National Pharmaceutical Group Co., Ltd.
Public information shows that Liu Jingzhen was born in Yichun City, Heilongjiang Province in November 1967. He is a member of the Communist Party of China and a professor-level senior engineer. He graduated from Hefei University of Technology with a major in system automation in 1991 and received a master's degree from the Guanghua School of Management of Peking University.
In 1991, the former Ministry of Machinery and Electronics Industry publicly selected 50 reserve cadres from colleges and universities across the country. Liu Jingzhen ranked first in comprehensive quality and was directly selected to work in the ministry. He served in the First Equipment Department of the Ministry of Machinery and Electronics Industry, Harbin Power Plant Equipment Group Corporation, the Comprehensive Planning Department of the Ministry of Machinery Industry, and the Personnel and Labor Department.
Liu Jingzhen has served as general manager of China Mechanical and Electrical Advertising Company, general manager of China Automotive Industry Consulting and Development Corporation, general manager of Beijing Automotive Industry Development Research Institute, deputy director of the Human Resources Department and director of the Cadre Management Office of China Machinery Equipment Corporation, and secretary of the Party Committee and general manager of China International Automotive Industry Cooperation Corporation.
Since 2010, he has served as member of the Party Committee, assistant to the president, member of the Standing Committee of the Party Committee, and deputy general manager of China National Machinery Industry Corporation.
In 2013, China Second Heavy Industries Group Corporation and China National Machinery Industry Corporation implemented a joint reorganization. Liu Jingzhen served as the chief economist of the reorganized China National Machinery Industry Corporation. In 2015, he was transferred to the company as a member of the party committee and deputy general manager.
In August 2018, Liu Jingzhen was appointed as the director and deputy secretary of the Party Committee of China North Industries Group Corporation. In September 2019, he was appointed as the chairman and secretary of the Party Committee of China National Pharmaceutical Group Corporation.
In April 2020, the inactivated new coronavirus vaccine applied by Wuhan Institute of Biological Products Co., Ltd., a subsidiary of China National Pharmaceutical Group Co., Ltd., obtained clinical trial approval from the National Medical Products Administration. This is the world's first inactivated new coronavirus vaccine to obtain clinical trial approval. In the same month, Liu Jingzhen, then chairman and party secretary of Sinopharm Group, attended a press conference held by the State Council's Joint Prevention and Control Mechanism in Beijing. Liu Jingzhen introduced that Sinopharm Group has provided guarantees in four aspects: drug and vaccine research and development, emergency production, medical treatment, and comprehensive guarantees.
In October 2022, Liu Jingzhen was elected as an alternate member of the 20th Central Committee.
According to the official website, on December 6, 2021, China Logistics Group Co., Ltd. was formally established in Beijing with the approval of the State Council. China Logistics is a state-owned wholly-owned central enterprise with diversified equity directly supervised by the State-owned Assets Supervision and Administration Commission of the State Council. China Logistics Group Co., Ltd. is formed by the integration of the former China Railway Materials Group Co., Ltd. and the logistics sector of China Chengtong Holdings Group Co., Ltd., China Material Storage and Transportation Group Co., Ltd., China Merchants International Logistics Co., Ltd., China Logistics Co., Ltd., and China Packaging Co., Ltd. At the same time, China Eastern Airlines Group Co., Ltd., China Ocean Shipping Group Co., Ltd., and China Merchants Group Co., Ltd. were introduced as strategic investors to form a close strategic synergy.
The appointment and removal information released by the State-owned Assets Supervision and Administration Commission of the State Council shows that the top leaders of three central enterprises, China National Pharmaceutical Group Corporation, China National Electric Equipment Group Corporation, and China Logistics Group Corporation, have been transferred to other posts.
Bai Zhongquan is appointed as the Party Secretary and Chairman of China National Pharmaceutical Group Co., Ltd., and is relieved of his duties as Party Secretary, Standing Committee Member of the Party Committee, Chairman and Director of China National Electrical Equipment Group Co., Ltd.
Li Hongfeng is appointed as Party Secretary and Chairman of China Electric Equipment Group Co., Ltd., and is relieved of his duties as Party Secretary, Standing Committee Member of the Party Committee, Chairman and Director of China Logistics Group Co., Ltd.
Liu Jingzhen is appointed as Party Secretary and Chairman of China Logistics Group Co., Ltd., and is relieved of his duties as Party Secretary, Chairman and Director of China National Pharmaceutical Group Co., Ltd.
