After investigation, it was found that Xu Shiping, as a party member and leading cadre, lost his ideals and beliefs, deviated from his original mission, engaged in improper interactions with private entrepreneurs for a long time, became addicted to capital operations, ignored risk control, turned public power into a tool for personal gain, relied on enterprises to eat enterprises, took advantage of opportunities to accumulate wealth, seriously damaged the image of the party, and endangered the interests of state-owned enterprises and the security of state-owned assets. Xu Shiping violated political discipline, implemented central decision-making and deployment with discounts and flexibility, opposed organizational review, and was directly responsible for his party committee's failure to fulfill the main responsibility of comprehensive and strict governance of the party. Xu Shiping seriously violated the discipline of the Party, constituted serious violations of his duties, and was suspected of embezzling public funds and accepting bribes. He did not restrain himself or withdraw after the 18th National Congress of the Communist Party of China, with a serious nature and a negative impact, and should be dealt with seriously. In accordance with the Regulations of the CPC on Disciplinary Punishment, the Supervision Law of the People's Republic of China, the Law of the People's Republic of China on Administrative Punishment of Public Officials and other relevant provisions, after discussion at the meeting of the Standing Committee of the Shanghai Municipal Commission for Discipline Inspection and reported to the Shanghai Municipal Party Committee for approval, Xu Shiping was decided to be expelled from Party membership; He/she shall be dismissed from public office by the Shanghai Municipal Supervision Commission; Confiscate their illegal gains from disciplinary violations; Transfer the suspected criminal issues to the procuratorial organs for legal review and prosecution, and transfer the involved property together.
