After the central inspection team launched a "look back", two deputy governors of China Development Bank have been investigated within two months.
On the afternoon of July 20th, the Central Commission for Discipline Inspection and the National Supervisory Commission announced that Wang Yongsheng, former member of the Party Committee and Vice President of the China Development Bank, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervisory investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.
With Wang Yongsheng's downfall, 6 central management cadres were investigated in July, and this year the number of central management cadres who were arrested has reached 30.
According to public information, Wang Yongsheng was born in 1958 in Lin County, Henan Province. He is a master's degree in economics and a senior economist. He has worked in the financial system for a long time, serving as the Director of the Office of China Construction Bank Henan Branch, the President of Zhengzhou Branch, the President of China Investment Bank Zhengzhou Branch, the President of China Development Bank Henan Branch, Liaoning Branch, and the Director of the Enterprise Bureau.
Starting from May 2011, Wang Yongsheng served as the Vice President of China Development Bank, in charge of financial work. He stepped down in April 2018. After stepping down, he also served as an external director in two state-owned enterprises. From October 2019 to December 2020, he served as an external director of China National Petroleum Corporation, and then as an external director of China Telecom Group Co., Ltd., with a term of appointment until June this year.
Many years ago, Wang Yongsheng was punished for violating the spirit of the central eight point regulations. In 2015, the Central Commission for Discipline Inspection issued a notice on Comrade Yao Zhongmin and Wang Yongsheng's violation of the spirit of the Central Eight point Regulations. The specific content of the notice was not publicly disclosed, but the official website of the Kaili City Commission for Discipline Inspection in Guizhou Province disclosed in a document that the then main leaders of the Provincial Party Committee issued instructions in this notice, proposing to never let the "four winds" rebound or revive. The official website of the All China Federation of Supply and Marketing Cooperatives also revealed that on February 5th of that year, the Supervision Bureau of the Federation organized cadres at or above the department level, as well as the main party and government officials of directly affiliated enterprises and institutions, to carry out an anti-corruption education activity, conveying and studying the notice from the Central Commission for Discipline Inspection on the issue of Comrade Yao Zhongmin and Wang Yongsheng violating the spirit of the Central Eight point Regulations.
Yao Zhongmin, who appeared in the announcement along with Wang Yongsheng, has long been sidelined. They are from Henan province and have worked together at the Henan branch of China Construction Bank.
Yao Zhongmin once served as the President of the Henan Branch of China Construction Bank and the Deputy Governor of Henan Province. He worked at China Development Bank for nearly 20 years and held various positions including Vice President and Chairman of the Supervisory Board. He retired in December 2013 and was investigated three years later. He was ultimately sentenced to 14 years in prison and fined 3.5 million yuan for bribery.
Just two months ago, another vice president of China Development Bank fell from office. In early April of this year, the first round of inspections by the 20th Central Committee was completed, and a "look back" was conducted on the party committees of five centrally managed financial enterprises, including the Party Committee of the National Development Bank. After more than a month of inspection, on May 19th, Zhou Qingyu, former Vice President of China Development Bank, was investigated.
Since the beginning of this year, several cadres of China Development Bank have been dismissed, such as Teng Guangjin, Senior Expert of the Information Technology Department of China Development Bank, Pu Hao, Senior Expert of China Development Bank Henan Branch, Wang Weijun, Former President of China Development Bank Henan Branch, and Mao Juncai, Former President of China Development Bank Shanghai Branch.
After the launch of the first round of inspections by the 20th Central Committee, several central management cadres have been inspected among the target units, including Du Zhaocai, a member of the Party Group and Deputy Director of the General Administration of Sport of China, Li Xiaopeng, former Party Secretary and Chairman of China Everbright Group Co., Ltd., Xu Wenrong, former Deputy Party Secretary and Deputy General Manager of China Petroleum and Natural Gas Group Co., Ltd., and Tang Shuangning, former Party Secretary and Chairman of China Everbright Group Co., Ltd., who was just inspected last weekend.
