On the morning of July 15th, the website of the Central Commission for Discipline Inspection and the National Supervisory Commission announced that Tang Shuangning, former Party Secretary and Chairman of China Everbright Group Co., Ltd., is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission. As of now, 4 central management cadres have been investigated in July, and this year, the number of central management cadres who have been arrested has reached 28.
Tang Shuangning was born in October 1954, Manchu, from Beizhen, Liaoning. He graduated from the Investment Economics Department of Northeastern University of Finance and Economics with a Master's degree in Economics and a Senior Economist. He had previously worked at the Shenyang Branch of China Construction Bank and the Shenyang Branch of the People's Bank of China in his early years. In 1997, he was promoted to the central bank headquarters and successively held positions such as Director of the Credit Management Department, Director of the Currency and Gold Bureau, and Director of the Banking Supervision Department.
In 2003, Tang Shuangning transferred to the newly established China Banking Regulatory Commission as Vice Chairman. In 2007, he served as Chairman and Party Secretary of China Everbright Corporation. After the restructuring of the enterprise in 2014, he continued to serve as Chairman and Party Secretary, and stepped down in 2017.
According to media reports, during Tang Shuangning's 10-year tenure at Everbright, the company underwent a transformation from near bankruptcy to becoming a Fortune 500 company. In 2007, Everbright faced the dilemma of insolvency, financial losses, and market contraction. Its market image was poor, but it had actually gone bankrupt. Under the layout of Tang Shuangning, Everbright has successively established an industrial group and an asset management company, promoting A-share listing, H-share listing, return of insurance controlling shares, acquisition of trusts, stable development of industrial enterprises in Hong Kong, and a series of measures such as the group's re listing. When he left, Everbright Group had over a thousand institutions and 70000 employees, with an annual profit of over 50 billion yuan, and entered the Fortune Global 500 in 2014.
In addition, Tang Shuangning was also a representative of the 18th National Congress of the Communist Party of China, a member of the 11th National Committee of the Chinese People's Political Consultative Conference, a member of the Economic Committee of the National Committee of the Chinese People's Political Consultative Conference, a representative of the 12th National People's Congress, and a vice chairman of the Agriculture and Rural Committee of the 12th National People's Congress.
Tang Shuangning has long been passionate about calligraphy, painting, and poetry creation, using the pen name "Shuangning" to create a large number of calligraphy and painting works, poetry, and prose. Over the past 20 years, he has held multiple exhibitions and lectures, and is also a special researcher at the Central Museum of Culture and History, a member of the Chinese Writers Association, and a member of the Chinese Calligraphers Association.

The news of Tang Shuangning being taken away for investigation began to circulate on July 13th. With the news of his downfall confirmed, two consecutive "top leaders" of Everbright Group have been investigated in just three months.
On April 5th this year, Li Xiaopeng, former Party Secretary and Chairman of Everbright Group, was investigated. He was born in 1959 and has served as Vice President and Executive Director of Industrial and Commercial Bank of China, Chairman of China Investment Corporation, General Manager, Director, and Vice Chairman of China Merchants Group. In December 2017, Li Xiaopeng took over as the Chairman of Everbright Group from Tang Shuangning. He retired at the age of March 2022. On March 24 of that year, Everbright Bank announced that Li Xiaopeng "resigned from his position as Chairman, non-executive director, Chairman and member of the Strategy Committee of the Board of Directors, and member of the Nomination Committee of the Board of Directors due to work adjustments".
In March of this year, the list of targets for the first round of inspections by the 20th Central Committee was announced, and financial units such as Everbright Group became the targets for inspection. According to the inspection arrangement, the central inspection team worked at Everbright Group for about 2 and a half months, and the deadline for accepting petitions was June 20th.
In the eighth round of inspections launched by the 19th Central Committee in 2021, state-owned financial institutions such as Everbright Group also underwent inspections. Since 2021, several senior executives of the "Everbright Group" have been disbanded, including Chen Shuang, former Party Secretary and CEO of China Everbright Holdings Co., Ltd., Zhang Huayu, former Deputy Party Secretary and Vice President of Everbright Bank, Xia Wei, General Manager of the Transaction Banking Department of China Everbright Bank Co., Ltd., Su Shude, former Party Secretary and President of the Nanning Branch of Everbright Bank, Zhou Jiangtao, former Party Secretary and President of the Nanning Branch of Everbright Bank, Zhang Ling, former Party Secretary and President of the Hohhot Branch of Everbright Bank, and others.
In addition to Tang Shuangning and Li Xiaopeng, the financial sector management cadres who fell from grace this year also include Liu Liange, former Party Secretary and Chairman of Bank of China, Zhu Congjiu, former Vice Chairman of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference, and Zhou Qingyu, former Vice President of China Development Bank.
