This afternoon, the Shanghai Higher People's Court reported on the administrative trials of Shanghai courts in 2022. Affected by factors such as the epidemic, the number of administrative disputes involving lawsuits in courts throughout Shanghai has decreased in 2022, with a total of 4050 first instance administrative cases accepted by courts throughout the city, a decrease of 30.5% compared to 2021. From the perspective of administrative management, the top five types of cases received are urban construction, public security, labor and social security, industry and commerce, and grassroots law enforcement cases in streets and towns, accounting for 63.3% of the total number of cases received.
The city's administrative organs are steadily advancing their work of appearing in court to respond to lawsuits. In 2022, among the first instance administrative cases concluded by all courts in the city, 1611 cases were heard in court by the heads of administrative agencies, with a response rate of 65.67%. Pudong, Fengxian, Qingpu, Chongming and other districts have incorporated the "three in one" approach of appearing in court to respond to lawsuits, attending hearings, and exchanging opinions into the classrooms of party schools, and established a normalized mechanism for the "three in one" approach to party schools.
In terms of substantive resolution of administrative disputes, in 2022, Shanghai courts will further improve their working mechanisms and enhance the people's sense of gain in administrative litigation. With strong support and cooperation from administrative agencies, the courts in the city resolved a total of 1694 administrative disputes, with an overall coordination and settlement rate of 38.72%.
