Wu Yi was born in Kunming, Yunnan in 1962. After graduating from Yunnan University with a major in chemistry in 1983 and starting work, she has been working in the tobacco system for a long time. She has served as the Party Secretary, President, and Chairman of Hongyun Honghe Group, as well as a member of the Party Group and Deputy General Manager of Yunnan Tobacco Industry Co., Ltd. She retired in 2022.
Wu Yi's former leader, Zhu Shaoming, former Deputy Secretary of the Party Group and General Manager of Yunnan Tobacco, was investigated on June 2nd. Zhu Shaoming was born in 1958 in Yuxi, Yunnan, and retired in 2021. According to his public resume, he has been the leader of Wu Yi since 1998. In 1998, when Wu Yi was appointed as a member of the Party Committee of Kunming Tobacco Enterprise and the Deputy Factory Director of Kunming Cigarette Factory, Zhu Shaoming was the Deputy Secretary and Deputy Manager of the Party Committee of Kunming Tobacco Enterprise. He was appointed as the Deputy Secretary of the Party Committee of Kunming Cigarette Factory in 2003 and the Factory Director in 2004. Wu Yi was also promoted to Executive Deputy Factory Director in 2004. In 2005, Zhu Shaoming was appointed as the Party Secretary and President of Hongyun Tobacco Co., Ltd., while Wu Yi served as a director and vice president of the company at the same time. In 2010, Wu Yi succeeded Zhu Shaoming as the General Manager of Yunnan Tobacco and was promoted to the President of Hongyun Honghe Tobacco.
According to Yunnan Tobacco's official website, Yunnan Tobacco was established in 2003 and is the largest provincial-level tobacco company in terms of production and sales among the 19 cigarette industry enterprises in China. Its brands include "Dachong Jiu", "Yunyan", "Yuxi", "Hongtashan", "Honghe", and so on. As of the end of 2021, the total assets were 275.1 billion yuan, with a net asset of 229.2 billion yuan and more than 20000 employees on duty. Including Zhu Shaoming and Wu Yi, since last year, Yunnan China Tobacco Industry Co., Ltd. has had one chairman, three general managers, and two deputy general managers investigated.
In January last year, Zhou Tao, former deputy secretary of the Party Group and general manager of Yunnan Tobacco Group, voluntarily submitted to the case; Last November, Ye Libin, former Deputy Secretary of the Party Group and Chairman of Yunnan Tobacco Group, voluntarily surrendered to the case; On January 16th of this year, two more people from Yunnan Tobacco were investigated on the same day, namely Zhang Shuichang, former Deputy Secretary of the Party Group and General Manager, and Gu Bo, former member of the Party Group and Deputy General Manager; Yao Qingyan, former deputy general manager of Yunnan Tobacco and former general manager of Jiangxi Tobacco, was also investigated in November 2021. Among them, Zhou Tao and Ye Libin, who fell from grace last year, underwent disciplinary review by the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the Ministry of Industry and Information Technology, as well as supervision and investigation by the Yunnan Provincial Supervisory Commission. Zhang Shuichang, Gu Bo, Zhu Shaoming, and Wu Yi, who fell from grace this year, all underwent disciplinary review by the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the Ministry of Industry and Information Technology, and supervision and investigation by the Jiangxi Provincial Supervisory Organs. In addition, Wang Hanmin, a former sales manager of Kunming Cigarette Factory and a member of the "Hongtong personnel" who fled under the pseudonym for 26 years, was also arrested and brought to justice on January 17 of this year.
The cigarette industry in Yunnan has a history of over a hundred years. In December last year, the website of the Central Commission for Discipline Inspection pointed out that high-end tobacco and alcohol and other precious specialties are special resources and golden signboards of the local area, and have become the "cash cow" and "hard currency" in the eyes of individual party members and cadres due to their special value. Yu Yundong, former Party Secretary, Director, and General Manager of Yunnan Tobacco Monopoly Bureau, obtained over 60000 high-end cigarettes free of charge for personal use and personal gain, which is a typical case.
Since the beginning of this year, Yunnan Tobacco has held multiple meetings to carry out warning education. In recent years, several high-ranking officials in the national tobacco system have also been demoted. In May 2021, Pan Jiahua, a former member of the Party Group of the National Tobacco Monopoly Administration and the former head of the disciplinary inspection team dispatched by the Central Commission for Discipline Inspection to the bureau, was investigated. He was born in 1952 and had also retired for 9 years when he was investigated. He was accused of "relying on cigarettes to eat cigarettes" during his work at the bureau, helping private enterprise owners in the tobacco industry seek personal gain, arranging multiple relatives and friends to work in the tobacco system, allowing his relatives to use his position to influence illegal gains of huge profits in the tobacco system, using his position to facilitate business operations for others, and illegally accepting huge amounts of property.
In February 2019, Zhao Hongshun, Deputy Director of the National Tobacco Monopoly Administration, was investigated for taking advantage of his position to seek benefits for others in terms of promotion, colluding with illegal private entrepreneurs, engaging in power and money transactions, and seriously damaging the political ecology of the tobacco system. In the end, he was sentenced to life imprisonment for accepting bribes of over 90.32 million yuan.
In recent years, a large number of cadres in the national tobacco system who rely on smoking to eat have also been investigated. A Yunnan tobacco industry insider pointed out in a media interview that the integration of government and enterprise in the tobacco system, as well as monopoly, has led to a concentration of people, finance, and resources in the industry. The power of department heads is too great and not subject to checks and balances, making it "too easy" to use their positions for personal gain.
Therefore, to completely curb the phenomenon of "relying on smoking to eat", it is necessary to strengthen the constraints and supervision of power operation, lock power in the cage of the system, and form a punishment mechanism that dare not be corrupt, a prevention mechanism that cannot be corrupt, and a guarantee mechanism that is not easily corrupt.
