On July 6th, the Tianjin First Intermediate People's Court held a public trial of the bribery case of Xie Jilai, former deputy director of the Standing Committee of the Hebei Provincial People's Congress. Xie Jilai pleaded guilty and repented in court, and the court announced an alternate sentence.
According to the prosecution charges, Xie Jilai's act of accumulating wealth has lasted for nearly 22 years. From January 1999 to December 2020, he illegally received property from others multiple times, totaling more than RMB 88.7 million. He was accused of using his position as Assistant Inspector, Deputy Minister, and Executive Deputy Minister of the Organization Department of the Hebei Provincial Party Committee from November 2002 to January 2017, as well as the convenience of his position as Deputy Director of the Standing Committee of the Hebei Provincial People's Congress, as well as the convenience of his power and status, to provide assistance to others in matters such as promotion of position, job adjustment, and engineering project development through the behavior of other national staff members.
Xie Jilai was born in February 1953 and has been in office for 5 years. He has been working in Hebei since he started working. He worked as a teacher and school manager at the Tiancun Commune Changying School in Jin County for over 5 years since the age of 19. In 1978, he entered the Chinese Department of Hebei Normal University and stayed on as an academic affairs officer after graduation. Two years later, he joined the Organization Department of the Hebei Provincial Party Committee. From 1984 to 2007, he gradually rose from an office clerk to the Executive Vice Minister of the Organization Department of the Provincial Party Committee. In 2011, Xie Jilai was transferred to the position of Deputy Director of the Standing Committee of the Hebei Provincial People's Congress until his resignation in 2017.

As a cadre who has worked in the organizational system for 27 years, many of Xie Jilai's disciplinary and illegal issues are related to organizational work. The Central Commission for Discipline Inspection pointed out in the disciplinary notice on his expulsion from the Party that Xie Jilai used the power of selecting and appointing cadres as a tool for personal gain, sold officials and titles recklessly, fostered the corrupt trend of running away to buy officials, seriously damaged the credibility of organizational work, damaged the local political ecology, and did not truthfully explain problems during organizational discussions and inquiries; Without any disciplinary bottom line, taking advantage of one's position to seek benefits for others in terms of promotion, job adjustment, real estate development and construction, and illegally accepting huge amounts of property.
Liang Bin, the "old leader" of Xie Jilai's tenure in the Organization Department of the Provincial Party Committee, has also long been dismissed. Liang Bin served as a member of the Standing Committee of the Hebei Provincial Party Committee and Minister of the Organization Department from June 2008 to November 2014, during which Xie Jilai served as his deputy. Liang Bin was investigated in November 2014 and was sentenced to 8 years in prison in November 2016 for accepting a bribe of 5.57 million yuan.
Another deputy director of the Standing Committee of the Provincial People's Congress, Song Taiping, who fell from power before Xie Jilai, also had many interactions with him. Song Taiping was appointed as the Vice Chairman of the Standing Committee of the People's Congress of Hebei Province in 2012. He retired in 2018 and worked with Xie Jilai, who was also the Vice Chairman of the Standing Committee of the People's Congress, for many years. From December 1997 to January 2003, Song Taiping served as the Deputy Minister of the Organization Department of the Hebei Provincial Party Committee. During this period, Xie Jilai successively served as the Director of the Cadre Training Department and Assistant Inspector of the Organization Department of the Provincial Party Committee, and was a subordinate of Song Taiping.
Like Xie Jilai, Song Taiping was also accused of "selling official positions and titles". He used his position to provide assistance to others in engineering project contracting, cadre selection and appointment, employee recruitment, and other aspects, and received a total of more than 69.49 million yuan in bribes. He was tried on September 22 last year.
