After appearing in court for three months, the first ministerial level official to be arrested last year was sentenced to 15 years in prison today.
On August 4th, the Ningbo Intermediate People's Court publicly announced the verdict on the bribery case of Shen Deyong, former member of the Standing Committee of the 13th National Committee of the Chinese People's Political Consultative Conference and former director of the Social and Legal Affairs Committee. Shen Deyong was sentenced to 15 years in prison and fined 6 million yuan for the crime of bribery. Shen Deyong's confiscated bribery proceeds and their fruits were confiscated in accordance with the law and turned over to the national treasury. Any shortfall will continue to be recovered.
After trial, the court found that Shen Deyong's corrupt behavior lasted for a total of 27 years, and he was still accumulating wealth until the month of his downfall. From 1995 to March 2022, he took advantage of his positions as a member and vice president of the Party Group of the Higher People's Court of Jiangxi Province, a member and vice president of the Party Group of the Supreme People's Court, a member of the Standing Committee of the Central Commission for Discipline Inspection, deputy secretary and vice president of the Party Group of the Supreme People's Court, and a member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and the head of the Social and Legal Affairs Committee, as well as the convenience of his powers or status, to provide assistance to relevant individuals and units in case handling, job promotion, engineering contracting, and other aspects. He directly or through his close relatives illegally received cash, gold products, vehicles and other property from relevant individuals and units, totaling more than RMB 64.56 million.
Compared to the information obtained during the first instance hearing, the specific details of Shen Deyong's receipt of property have been made public for the first time. In addition to cash, there are also gold products, vehicles, etc. The court believes that Shen Deyong's behavior has constituted the crime of bribery, with a particularly large amount of bribery.
At the same time, the court held that Shen Deyong had "significant meritorious performance", but "the law is not sufficient for lenient punishment". Specifically, although Shen Deyong truthfully confessed all the facts of his crime upon arrival, voluntarily confessed most of the bribery facts that the supervisory authorities had not yet mastered, confessed and repented, most of the stolen funds and goods had been recovered, and exposed others for committing crimes, he had significant meritorious performance. However, given his long-term tenure in the Supreme People's Court, his law enforcement violations, illegal interference in judicial activities, serious damage to the judicial image, damage to judicial credibility, and interference in the promotion and adjustment of cadres and personnel, causing a negative social impact, it is not enough to be punished lightly according to the law.
Shen Deyong was investigated on March 21 last year and "double opened" on September 7. He has long served in the court system and has served as the Deputy Secretary and Executive Vice President of the Supreme People's Court. He is a first-class judge. Shen Deyong was born in March 1954 and is 68 years old. He started working in 1977 and graduated with a master's degree in Criminal Procedure Law from the Graduate School of China University of Political Science and Law in 1983. He returned to Jiangxi to serve as a cadre of the Provincial Political and Legal Affairs Committee and deputy director of the research office. Five years later, he entered the Jiangxi Provincial High Court and served as the President of the First Criminal Trial Court, a member of the Trial Committee, and Vice President. In 1997, he was appointed as the Deputy Secretary of the Jiangxi Provincial Commission for Discipline Inspection. The following year, he moved north to serve in the Supreme Court and successively served as the Vice President, a member of the Party Group, and a member of the Trial Committee. From 2006 to 2008, he served as a member of the Standing Committee of the Shanghai Municipal Party Committee and Secretary of the Municipal Commission for Discipline Inspection. Afterwards, he returned to the Supreme Court and served as Deputy Secretary of the Party Group, Executive Vice President, and member of the Judicial Committee for 10 years. In 2018, 64 year old Shen Deyong was appointed as the Director of the 13th National Committee of the Chinese People's Political Consultative Conference's Social and Legal Affairs Committee.
At the same time, Shen Deyong also served as a member of the 18th and 19th Central Committees, a member and standing committee member of the 16th Central Commission for Discipline Inspection, a member of the 17th Central Commission for Discipline Inspection, a representative of the 19th National Congress of the Communist Party of China, and a standing committee member of the 13th National Committee of the Chinese People's Political Consultative Conference.
In his farewell letter after being dismissed from various positions in the Supreme People's Court in June 2018, he also wrote: "I believe that I have basically achieved the goal of standing firm in my position, fulfilling my duties, and doing my best, without any corruption or abuse of power, flattery or blame." He also warned colleagues to "let the light of fairness and justice of the rule of law illuminate every corner of society.".
However, the "double opening" notice from the Central Commission for Discipline Inspection and the National Supervisory Commission pointed out that Shen Deyong "intervened extensively in judicial activities, transitioning from a guardian of fairness and justice to a trampler of legal order, seriously undermining judicial credibility.".

After investigation, Shen Deyong lost his ideals and beliefs, abandoned his duties and missions, disregarded the repeated orders of the Party Central Committee, and intervened in judicial activities recklessly. He went from being a guardian of fairness and justice to a trampler of the legal order, seriously undermining the credibility of the judiciary and resisting organizational review;
Violating the spirit of the central eight point regulations, accepting gifts and gifts in violation of regulations, and accepting banquets and tourism that may affect the fair performance of official duties in violation of regulations;
Violating organizational principles, being disloyal and dishonest to the Party, concealing and not reporting personal matters, not truthfully explaining issues during organizational inquiries, and illegally seeking benefits for others in the selection and appointment of cadres;
Using public tools for personal gain, allowing relatives and secretaries to use their positions to influence and act as judicial intermediaries, using the power granted by the Party and the people as a tool for personal gain;
Losing the bottom line of discipline and law, breaking the law in law enforcement, relying on cases to make ends meet, engaging in judicial corruption, trading power and money, using their position to facilitate others in case handling, engineering contracting, and other areas for profit, and illegally accepting huge amounts of property.
Among them, measures such as "disregarding the repeated orders of the Party Central Committee", "transitioning from a guardian of fairness and justice to a trampler of the legal order, seriously undermining judicial credibility", "allowing relatives and secretaries to use their positions to influence and act as judicial intermediaries", "relying on cases to eat cases", and "engaging in judicial corruption" have all appeared for the first time in recent years among provincial and ministerial level officials who have been demoted.
In addition, in recent years, there have been "tigers" accused of "interfering in judicial activities", including Xue Heng, former Vice Chairman of the Liaoning Provincial Committee of the Chinese People's Political Consultative Conference, Gan Rongkun, former Standing Committee Member and Secretary of the Political and Legal Affairs Commission of Henan Province, Wang Yong, former Vice Chairman of the Hainan Provincial Committee of the Chinese People's Political Consultative Conference, and Yang Fulin, former Deputy Commander, former Standing Committee Member and Secretary of the Political and Legal Affairs Commission of the Xinjiang Production and Construction Corps.
The Central Commission for Discipline Inspection pointed out in the notice that Shen Deyong seriously violated the political discipline and rules, organizational discipline, integrity discipline, and life discipline of the Party, constituted serious violations of his duties, and was suspected of accepting bribes. He also did not restrain himself or stop after the 18th National Congress of the Party, with a serious nature and a bad impact, and should be dealt with seriously.
