The situation of disadvantaged children has always touched people's hearts, from "vulnerable" to "unguarded". Since the implementation of the newly revised Shanghai Regulations on the Protection of Minors, Nanxiang Town in Jiading District has actively implemented the Regulations on the Protection of Minors, explored unique service guarantee models, and relied on the protection of minors workstations to create a safe, worry free, caring, and healthy growth environment for children in need.
According to the requirements of the Law on the Protection of Minors and the Shanghai Regulations on the Protection of Minors, Nanxiang Town has innovatively constructed a "1+X" multi-dimensional network system for minors. As the only "1" core of unprotected work, the unprotected station has developed into a hub for resource coordination and a command center for unprotected closed-loop work; At the same time, we will explore the "X" resources within the jurisdiction of Nanxiang Town, establish a network of unprotected services covering "town unprotected workstations+community neighborhood committees+schools in the jurisdiction+functional departments+social organizations+families", clarify the division of responsibilities among member units, tie the strength of each member unit together, and jointly draw a "concentric circle" for the care and protection of minors.
The Nanxiang Town Juvenile Protection Workstation, located at 160 Baoxiang Road, is a space specially designed for minors, with four major areas of "reception+waiting+psychological counseling+activities". It is equipped with professional forces such as station masters and full-time social workers to provide policy consultation, spiritual comfort, psychological counseling, rescue and assistance, case tracking, identification and evaluation, crisis intervention, and other content for minors in the jurisdiction. At present, there are 66 registered disadvantaged children, and the vast majority of their guardians are unemployed, divorced, or have lost their labor force, making it impossible for them to fulfill their childcare obligations normally.
In the group of disadvantaged children, some urgently need material assistance, while others call for psychological counseling; There is a need for safety education among them, as well as a demand for rights protection. "Children in difficult situations need personalized policies and precise care," said the relevant person in charge of Nanxiang Town. With the help of diverse participation forces, Nanxiang Town has launched a standardized pilot project to provide personalized services for minors in the town. Community committee staff, professional psychological teachers, children's directors, volunteers and other service forces provide targeted services based on the differentiated and personalized needs of service recipients. For example, they use conversation skills such as focus, listening, and empathy, combined with non reflective direct treatment techniques in psychological social therapy, to alleviate the negative and tense emotions of disadvantaged children, and give them confidence and motivation to change. At present, Nanxiang Town has basically achieved two "full coverage", namely "full age coverage of underage protection+full process coverage of underage insurance work", and has constructed a new model of underage insurance services in Nanxiang.
In order to provide children in need with support, education, and entertainment, Nanxiang Town coordinates various service resources in its jurisdiction to carry out offline activities.
