In order to continuously deepen the rectification of corruption and work style issues around the masses, further enforce discipline and rules, and strengthen warning education, the Shanghai Municipal Commission for Discipline Inspection and Supervision recently publicly announced four corruption issues around the masses:
1. The issue of Pan Chenggang, former party branch secretary of Jianhe Jiayuan residential area in Beixinjing Street, Changning District, and He Xiaoying, former director of the neighborhood committee, illegally embezzle relevant funds from the neighborhood committee to distribute bonuses. From April to November 2019, Pan Chenggang and He Xiaoying decided to participate in the embezzlement of more than 20000 yuan from the neighborhood committee's related funds for the illegal distribution of bonuses. Pan Chenggang and He Xiaoying were warned and punished within the party, and their disciplinary gains were confiscated.
2. Xu Jianzhong, former trainee deputy general manager of Baoshan Grain and Oil Company, as well as village branch manager and former party branch secretary and manager of Shanghai Baoliang Military Grain Supply Station, illegally profited from family and friends. In February 2019, Xu Jianzhong rented out the houses and premises of the Gu Village Branch of Baoshan Grain and Oil Company to a company controlled by his relatives. The company then sublet the premises to other companies, profiting more than 500000 yuan from it. From 2016 to 2020, Xu Jianzhong took advantage of his position and repeatedly used methods such as falsifying loading and unloading fees to withdraw cash. He distributed a one-time year-end reward to employees in the name of the unit, totaling more than 170000 yuan; Violating regulations to establish a "small treasury" for purchasing tobacco, alcohol, business entertainment, and other expenses, totaling more than 130000 yuan. Xu Jianzhong was expelled from the party, dismissed from public office, and held criminally responsible.
3. The issue of Gong Zhujun and Zhang Luyao, staff members of the Community Affairs Acceptance Service Center in Xincheng Road Street, Jiading District, illegally handling the online signing and filing of housing rental contracts. From December 2021 to August 2022, Gong Zhujun illegally handled the online signing and filing of Shanghai housing rental contracts for others, receiving cash and gifts from intermediaries, totaling more than 10000 yuan; Zhang Luyao provided assistance to Gong Zhujun in handling business violations and accepted his benefits. Gong Zhujun was given a disciplinary record by the government, Zhang Luyao was given a warning by the government, and his illegal gains were confiscated.
4. Huang Xiuping, former party branch secretary and village committee director of Caiyuan Village in Baozhen, Chongming District, as well as Wang Chunyuan, former deputy party branch secretary, and Shen Qin, former deputy director of the village committee, embezzled public funds. From April 2020 to December 2021, Huang Xiuping embezzled labor costs and other expenses by inflating them, totaling more than 10000 yuan, and together with Wang Chunyuan, Shen Qin, and others, privately divided the funds for the investigation of rural houses. Huang Xiuping was expelled from the party, Wang Chunyuan and Shen Qin were given serious warnings within the party, and their disciplinary gains were confiscated.
The Shanghai Municipal Commission for Discipline Inspection and Supervision pointed out that in the four typical cases mentioned above, some illegally used funds, some illegally profited for family and friends, some received benefits and handled business in violation of regulations, some falsified and embezzled public funds, seriously damaging the interests of the masses, squandering public trust, eroding the relationship between cadres and the masses, and damaging the image of the Party and the government, which must be seriously investigated and dealt with. Party members and cadres should draw profound lessons from it, take it as a warning, resolutely abide by the bottom line of discipline and rules, and always keep the alarm ringing. Party organizations at all levels should effectively shoulder the main responsibility of comprehensively governing the Party with strict discipline, establish a clear guidance of focusing on grassroots work, and adhere to a strict tone to strengthen upright conduct and discipline. Disciplinary inspection and supervision organs at all levels should increase their supervision and law enforcement efforts, resolutely crack down on various corruption problems that harm the interests of the people, and effectively safeguard the legitimate rights and interests of the people.
