In February 2011, Liu Zhijun, then Secretary of the Party Group and Minister of the Ministry of Railways, was under investigation. At the same time, Sheng Guangzu returned to work at the Ministry of Railways, serving as the Party Secretary and Minister of the Ministry. In 2013, China implemented the separation of railway administration and enterprises, abolished the Ministry of Railways, and established the National Railway Administration and China Railway Corporation. Sheng Guangzu was appointed as the General Manager of China Railway. He retired in October 2016 and was appointed as the Vice Chairman of the Finance and Economic Commission of the National People's Congress the following month. At the same time, he was also a representative of the 13th, 14th, 15th, 16th, and 17th National Congress of the Communist Party of China, and a member of the 17th Central Committee.
On March 25th last year, Sheng Guangzu was suspected of serious violations of discipline and law, and cooperated with the disciplinary review and supervision investigation of the Central Commission for Discipline Inspection and the National Supervisory Commission, becoming the second official at the ministerial level to be arrested last year. In September of the same year, Sheng Guangzu was expelled from the party.
According to the report, Sheng Guangzu mainly committed these violations of discipline and law:
Loss of ideals and beliefs, indifference to political consciousness, resistance to organizational censorship, and enthusiasm for superstitious activities;
Violating the spirit of the central eight point regulations, accepting arrangements for banquets, tourism and other activities in violation of regulations, and accepting gifts that may affect the fair execution of official duties;
Seeking benefits for others in the selection and appointment of cadres; Neglecting or tacitly allowing relatives to rely on their official influence for personal gain due to their lack of management and education;
Using public power as a tool for personal gain, "relying on customs to eat customs" and "relying on railways to eat railways", corruption in personnel and power is intertwined. They use their positions to facilitate others in business operations, project contracting, and other aspects, and illegally accept huge amounts of property.
The report shows that Sheng Guangzu "relied on customs to eat customs" and "relied on railways to eat railways", indicating that he had engaged in corrupt behavior in both systems he had worked for. After taking over from Liu Zhijun as the "leader" of the former Ministry of Railways 11 years ago, Sheng Guangzu repeatedly emphasized "anti-corruption" and "eliminating the influence of Liu Zhijun". After Sheng Guangzu's downfall, the Party Group of China Railway Group held a nationwide teleconference, pointing out the need to "comprehensively and thoroughly eliminate the malicious influence of Liu Zhijun and Sheng Guangzu.".
