Sheng Guangzu was born in 1949 and worked in the railway system for a long time. He was the last minister of the former Ministry of Railways and the first general manager of the former China Railway Corporation. He started working in 1968 and served as the Director and Party Secretary of the Nanjing and Hangzhou branches of the Shanghai Railway Bureau, as well as the Director and Party Secretary of the Jinan Railway Bureau. In 1994, Sheng Guangzu was appointed as a member of the Party Group and Chief Economist of the Ministry of Railways. Two years later, he became the Director of the Political Department, a member of the Party Group, and the Secretary of the Party Committee of the directly affiliated organs of the Ministry of Railways. In 1999, he was appointed as the Deputy Minister and a member of the Party Group of the Ministry of Railways.
