Jiao Xiaoping, former member of the Standing Committee and Deputy Commander of the Xinjiang Production and Construction Corps, Yi Pengfei, former member and Vice Chairman of the Hunan Provincial Committee of the Chinese People's Political Consultative Conference, Ji Binchang, former Secretary and Chairman of the Qingdao Municipal Committee of the Chinese People's Political Consultative Conference, and Hao Hongjun, former Secretary and Chairman of the Dalian Municipal Committee of the Chinese People's Political Consultative Conference, were respectively expelled from the Party and held public positions.
On June 28th of this year, the Central Commission for Discipline Inspection also reported on the same day that four central management cadres had been punished. Zhang Xiaopei, former vice chairman of the Jilin Provincial Committee of the Chinese People's Political Consultative Conference, has been expelled from the Party. Li Chunsheng, former deputy director of the Guangdong Provincial People's Congress Standing Committee, Fu Zhongwei, former director of the Shenyang Municipal People's Congress Standing Committee, and Zhang Fusheng, former deputy director of the Fire Rescue Bureau of the Ministry of Emergency Management, have been expelled from the Party and held public office.
Ji Binchang, who was "double opened" this time, is the "first tiger" of 2023. He was investigated during his tenure on January 6th this year, and he appeared in public a few days before his downfall. The notice pointed out that Ji Binchang's personal desires were inflated and he became greedy, "wanting to become an official and also want to make money.". He has also been accused of multiple violations of discipline and law, including:
Losing ideals and beliefs, abandoning original aspirations and missions, being disloyal and dishonest to the Party, and resisting organizational censorship;
Ignoring the spirit of the central eight point regulations, accepting gifts and gifts in violation of regulations, accepting banquets and tourism arrangements that may affect the fair execution of official duties;
Violating organizational principles, concealing or not reporting personal matters, and seeking benefits for others in employee recruitment work;
Using power for personal gain and seeking benefits for their children in investment and management;
Collaborating with unscrupulous businessmen, engaging in power and money transactions, using their position to facilitate others in equity investment, corporate financing, and illegally accepting huge amounts of property.
The notice pointed out that Ji Binchang seriously violated the political discipline, organizational discipline, integrity discipline, and life discipline of the Party, constituted serious violations of his duties, and was suspected of accepting bribes. He also did not restrain himself or stop after the 18th National Congress of the Party, with a serious nature and a bad impact, and should be dealt with seriously. In accordance with the Regulations of the CPC on Disciplinary Actions, the Supervision Law of the People's Republic of China, the Law of the People's Republic of China on Administrative Actions against Public Officials and other relevant provisions, after discussion at the meeting of the Standing Committee of the Central Commission for Discipline Inspection and reported to the Central Committee of the Communist Party of China for approval, Ji Binchang was decided to be expelled from the Party; He shall be dismissed from public office by the National Supervisory Commission; Terminate his/her representative qualification for the 12th Shandong Provincial Party Congress; Confiscate their illegal gains from disciplinary violations; Transfer the suspected criminal issues to the procuratorial organs for legal review and prosecution, and transfer the involved property together.
According to public information, Ji Binchang was born in November 1963 and is from Changyi, Shandong. He has been working in Shandong Province for 36 years since joining the workforce. After graduating from the Department of National Economic Management at Sichuan University in 1986, he entered the Office of Economic System Reform in Shandong Province and held positions such as Deputy Director of Rural Affairs and Director of Policy and Regulations. In 2000, Ji Binchang was appointed as the Deputy Director of the Provincial Reform Office and the Director of the Provincial East West Integration Office, promoted to the deputy department level, and served as the Deputy Secretary of the Heze Municipal Party Committee from November 2001 to May 2004.
In 2004, Ji Binchang was appointed as the Deputy Director of the Provincial State owned Assets Supervision and Administration Commission, and in 2010, he also served as the Chairman of the Supervisory Board of Provincial Enterprises, clearly designated as a department level official. In 2013, he was appointed as the Chairman of Shandong Luxin Investment Holding Group Co., Ltd. Five years later, he became the Director of the Provincial Economic and Information Commission, and later served as the Director of the Shandong Provincial Department of Industry and Information Technology.
In 2020, Ji Binchang was appointed as the Deputy Governor of Shandong Province, promoted to the deputy ministerial level, responsible for work in commerce, ports, anti smuggling, emergency management, finance, and other areas. He was also in charge of safety production work together with Wang Shujian, then member of the Standing Committee of the Provincial Party Committee and Executive Vice Governor. In 2022, Ji Binchang was elected as the Chairman of the Qingdao Municipal Political Consultative Conference until his downfall.
Ji Binchang was the first provincial and ministerial level cadre to fall from grace in Shandong Province after the closing of the 20th National Congress of the Communist Party of China, and also the third "tiger" in Shandong Province after the 19th National Congress of the Communist Party of China. Last July, Zhang Xinqi, former deputy director of the Standing Committee of the Shandong Provincial People's Congress, was put on trial. He served as the mayor of Qingdao for 5 years and was arrested in 2021. He was accused of accepting bribes of over 155 million yuan; In January 2018, Ji Xiangqi, then Vice Governor of Shandong Province, was investigated. He was elected as Vice Governor in 2013 and was ultimately sentenced to 14 years in prison.
