The Regulations on Fire Safety Management of Elderly Care Institutions were officially implemented on August 1st. As a densely populated place where elderly people live together, how can elderly care institutions implement fire safety responsibilities to everyone? In case of a fire, how should we scientifically arrange for the evacuation of severely disabled elderly people?
Recently, the Municipal Civil Affairs Bureau and the Municipal Fire Rescue Brigade held a promotion meeting for the standardized management of fire safety in elderly care institutions at the Rainbow Bay Elderly Welfare Home in Hongkou District. By promoting the creation of standards, they guided and helped the fire safety management of elderly care institutions in the city to a new level, and overall improved the fire safety prevention and control level of the elderly care service industry.
The Rainbow Bay Elderly Welfare Home, located in Hongkou District, has a building area of over 30000 square meters, a total of 860 beds, and currently houses more than 550 elderly people. There are over 400 employees in different positions such as doctors, nurses, administrative management, and nursing staff. The hospital, guided by standardized construction, has created a "three-level" grid management system, implemented the "three color" classification identification of management areas, implemented a "three-level" emergency response mechanism, and fully implemented fire safety management responsibilities.
According to the Shanghai Elderly Care Service Grading Evaluation System, Rainbow Bay Elderly Welfare Home arranges severely disabled elderly people in the lower level nursing area grid, and arranges the most severely disabled elderly people in nearby rooms on both sides and opposite sides of the shelter to ensure that evacuation can be prioritized in case of danger.
Taking into account factors such as floor distribution, the Rainbow Bay Elderly Welfare Home will divide the entire hospital into five major grids: administrative area, high-level nursing area, middle-level nursing area, low-level nursing area, and functional supporting area. The deputy dean in charge and department head will serve as the chief of the major grids; According to the service scope or regional functions of the nursing team, 23 central grids were divided, with floor nurses, nursing team leaders, and others serving as central grid leaders; According to the key areas and hazard levels within each grid, 252 small grids are divided, with nursing staff, management personnel, and other personnel serving as small grid workers. Based on the small grids, a fire safety management checklist is formulated, with clear responsible persons and strengthened implementation of fire safety responsibilities. To ensure that all personnel have a clear understanding of their fire safety responsibilities, the hospital has produced a fire safety pocket book and distributed it to every employee.
Taking into account multiple dimensions such as the difficulty of personnel evacuation, Rainbow Bay Elderly Welfare Home has established a red, yellow, and blue "three color" identification map based on the probability and degree of fire occurrence. The areas where severely disabled elderly people live, such as the kitchen and fire pump room, are marked in red, while the areas where moderately disabled elderly people live, such as the treatment room and nurse station, are marked in yellow. Other areas such as offices and reception halls are marked in blue, and the "three color" identification classification corresponds to graded response and disposal procedures, making it clear at a glance.
