Four officials have been investigated! Shanghai reports typical problems in the management of rural collective "three funds", which are driven by greed and ineffective in fulfilling duties
On July 5th, the Shanghai Municipal Commission for Discipline Inspection and Supervision publicly reported four typical issues in the management of rural collective "three assets". Specifically, as follows:
1. Xu Jinhua, former Secretary of the Party Branch of Hongqiao Village and former Secretary of the Party Branch of Shanghai Hongxia Industry Co., Ltd. in Hongqiao Town, Minhang District, used his position to illegally accept property and other issues. From 2015 to 2022, Xu Jinhua took advantage of his position of assisting the town government in carrying out relocation and resettlement housing projects, and being fully responsible for the company's operation and management. He provided assistance to others in accelerating relocation progress, factory leasing, engineering contracting, and other matters, illegally accepting property from others totaling more than 1.87 million yuan. Xu Jinhua also has other disciplinary and illegal issues. In September 2022, Xu Jinhua was expelled from the Party and public office, and was transferred to the procuratorial organs for legal review and prosecution on suspicion of criminal issues.
2. Zhu Xianbin, former secretary of the Party General Branch and former director of the village committee in Hongyang Village, Tinglin Town, Jinshan District, used his position to embezzle national compensation funds and illegally accept property. From 2010 to 2021, Zhu Xianbin used his position of assisting the town government and other units in land acquisition and compensation work to embezzle more than 1.02 million yuan of national land compensation funds; Utilizing the convenience of managing and serving enterprises within the jurisdiction, as well as being responsible for the demolition and rectification of illegal buildings within the jurisdiction, seeking benefits for others and illegally accepting property from others totaling more than 1.25 million yuan; Utilizing the convenience of managing collective public affairs in the village, seeking benefits for others and illegally accepting property from others totaling 170000 yuan. Zhu Xianbin also has other disciplinary and illegal issues. In June 2021, Zhu Xianbin was expelled from the Party, dismissed from his position, and terminated from his employment relationship. He was suspected of committing a crime and was transferred to the procuratorial organs for legal review and prosecution.
3. Zhou Rongliang, former director of the Forestry Workstation in Zhuqiao Town, Pudong New Area, and former head of the collective organization, illegally embezzled project funds, maintenance funds, and other issues by taking advantage of his position. From 2014 to 2020, Zhou Rongliang utilized his position in managing collective organizations such as Zhuqiao Forestry Service Society and Zhuqiao Greening Company to falsely issue invoices and embezzle funds such as engineering and maintenance fees from over 30 projects. Zhou Rongliang also has other disciplinary and illegal issues. In June 2023, Zhou Rongliang was expelled from the Party, dismissed from his position, and terminated from his employment relationship. He was suspected of committing a crime and was transferred to the procuratorial organs for legal review and prosecution.
4. Tao Haifeng, Secretary of the Party Branch and Director of the Village Committee of Linhai Village, Zhelin Town, Fengxian District, did not collect land use fees according to standards. From 2017 to 2022, Tao Haifeng was responsible for the entrusted transfer of land contracting and management rights for farmers in the village. However, he did not adjust some of the land use fee collection standards in a timely manner according to the regulations of the district government, resulting in the village receiving a total of over 380000 yuan less land use fees over the years. Currently, the losses have been basically recovered. In May 2023, Tao Haifeng was given a serious warning within the party.
The Shanghai Municipal Commission for Discipline Inspection and Supervision stated that the management of rural collective "three assets" is related to the fundamental interests of farmers, rural economic development, and social stability. The four typical cases mentioned above include some exploiting their power and accepting property recklessly, some being tempted by greed and embezzling compensation funds, some falsely reporting and embezzling project funds, and some failing to fulfill their duties, resulting in asset losses and resource waste. These issues not only harm the vital interests of farmers and affect the effectiveness of rural revitalization work, but also undermine the credibility and image of the Party and government. Party members and cadres should take it as a warning and deeply learn from it.
The relevant party committees should further strengthen their sense of main responsibility, always regard the supervision of rural collective "three assets" as an important content for development and stability, effectively shoulder the main responsibility of managing the party and governing the party, and effectively and meticulously carry out various work related to the management of rural collective "three assets". Disciplinary inspection and supervision organs at all levels should adhere to putting discipline and rules at the forefront, strengthen supervision and inspection of key projects, major funds, and important links, take into account national assets and collective property, safeguard the legitimate rights and interests of farmers, and use precise supervision to escort rural revitalization. Continuously increase the investigation and accountability of violations and disciplinary issues in the management of rural collective "three assets", and create a clean and upright rural grassroots political ecology.
