On July 20th, the Qingdao Intermediate People's Court held a public trial of the bribery and abuse of power case involving Li Guohua, former Deputy Secretary of the Party Group and General Manager of China United Network Communications Group Co., Ltd. Li Guohua pleaded guilty and repented in court, and the court announced an alternate sentence.

Firstly, the time span of bribery, with Li Guohua's bribery period clearly defined as from 1998 to 2022, lasting for 24 years.
At the same time, compared to the notification when Li Guohua was prosecuted, his period of accumulating wealth has increased. At that time, the procuratorial organs accused him of using his positions as a member and deputy director of the Party Group of the former Jiangxi Postal Administration, deputy secretary and deputy director of the Party Group and deputy director of the former Jiangxi Postal Administration, and member and deputy director of the Party Group of the National Postal Administration to provide assistance and receive property for relevant units and individuals in project contracting, enterprise operation, and job promotion. However, the trial information also showed that Li Guohua, who had worked in the postal system for more than 30 years and was pointed out by the Central Commission for Discipline Inspection to "rely on postal services to eat postal services," was not accused by the procuratorial organs of using his position as the General Manager of China Unicom to take bribes, although he was still accumulating wealth until the year of investigation. He served as the General Manager and Deputy Secretary of the Party Group of China Unicom from July 2018, and stepped down at the age of March 2020.
Li Guohua's wealth collection and other amounts have also been publicly disclosed for the first time. He is accused of directly or through others illegally receiving property from relevant units and individuals, totaling more than RMB 66.45 million.

In addition to the crime of bribery, Li Guohua has also been charged with the crime of abuse of power. During his tenure as the Secretary and Director of the Party Group of Jiangxi Postal Bureau, as well as a member and Deputy Director of the Party Group and Deputy Director of the State Postal Bureau, he abused his power and caused losses of more than RMB 49.96 million in state-owned assets.
Li Guohua fell from his post in February last year, marking the first "tiger" in the lunar year of the tiger. He had already stepped down from his post for two years when he was investigated. He was born in March 1960 and has been working in the postal system for a long time. During Li Guohua's tenure in charge of China Post, the central inspection team pointed out many issues. From February to May 2018, the Second Central Inspection Team conducted an inspection of the Party Group of China Post Corporation. When the inspection team provided feedback, it was pointed out that some leaders have downplayed the original mission of "people's postal service for the people", did not attach enough importance to the political and social attributes of postal service, did not take political life within the party seriously enough, and violated political and organizational discipline from time to time. The inspection team also mentioned that the rectification during the last central inspection was not in place and there was a phenomenon of passive response.
After being transferred to the position of General Manager of China Unicom, Li Guohua's unit once again underwent inspection by the Central Inspection Group. In March 2019, the Sixth Central Inspection Group conducted an inspection of the China Unicom Party Group, and Li Guohua, then the General Manager of China Unicom, also attended the inspection group's meeting and communication meeting.
On the day of Li Guohua's downfall, China Unicom held the 2022 Party Building and Party Conduct and Clean Governance Work Conference. The group party group held another meeting the next day to convey the news of Li Guohua's downfall. The meeting mentioned that anyone suspected of corruption, whether in office or retired, must adhere to the principles of no restrictions, full coverage, and zero tolerance.
Last September, Li Guohua was expelled from the party.
