The reason is that the procuratorial organs not only prosecute crimes, but also issue procuratorial suggestions to ride hailing platforms to help block leaks and establish systems.
Shao is an online ride hailing driver. One day, while picking up an order at Pudong Airport, he chatted with another driver and mentioned that he was going to drive back to his hometown in another city, but it was too bad to travel long distances without a car. The driver, nicknamed "Simple Happiness" on WeChat, immediately stated that he could place an order with the destination in Shao's hometown and receive the fare transferred from the platform without the need for anyone to follow him. He only needed to share one-third of the fare with himself afterwards. After following the method he gave, a week later, Shao's ride hailing platform account indeed had more money for this long-distance order.
Subsequently, "Simple Happiness" contacted Shao through WeChat and asked if he wanted to get an injection. The so-called "injection" refers to using zombie accounts to impersonate passengers and create virtual orders without paying the fare, waiting for the platform to advance the payment. People holding a large number of "zombie accounts" can remotely place orders for drivers, known as "needles" in jargon, and then share profits with the drivers afterwards.
Tasting the sweetness of "injections", Shao became even bolder in running fake orders and began to frequently cooperate with "Simple Happiness". These orders are all short distance small orders during the call, with the starting and ending points near Shao's home, and the farthest travel distance does not exceed 2 kilometers. But after accepting the order, Shao used a round-trip sports car or even drove to the surrounding cities of Shanghai before returning, and only agreed to drive to the destination when the order amount exceeded 3000 yuan.
In order to ensure accurate capture of these fake orders, Shao and "Simple Happiness" chose to commit the crime at night and tried to wait in a relatively remote place with few people and cars. In this way, as long as he places a simple and happy order, Shao can receive the order without any mistakes or being snatched by others.
Although Shao gained a lot of wool by taking detours and turning small orders into large ones, over time, he also became lazy and didn't want to really drive for so long. So he bought a cheat tool called "Little Tail" from "Simple Happiness". As long as you plug a USB flash drive like "Little Tail" into your phone and download a software, you can simulate GPS driving trajectory to manipulate virtual orders. Drivers can even make money while lying at home without having to drive.
Shao not only fabricated orders to deceive the platform into paying fees, but also introduced the method to Pei and Sheng, who are also ride hailing drivers, and collected one-third of their orders as commissions. It was not until two years later that the ride hailing platform, after undergoing big data screening, detected many abnormally large orders in Shanghai and reported them to the public security organs.
Through the prosecutor's interpretation of the law, Shao and others have realized that their actions have caused serious economic losses to the ride hailing platform. They have voluntarily apologized to the ride hailing platform and actively refunded all illegal gains. As of March this year, multiple cases have been reviewed and prosecuted by the Pudong Procuratorate, and the courts have all made judgments, convicting and punishing the individuals involved in the case of fraud.
While handling the case, the prosecutor discovered that there were many technical, rule, and legal loopholes on the involved platform. In order to protect the property rights and interests of the platform, ensure the normal operation of the ride hailing market, and eliminate hidden dangers of illegal activities, the Pudong Prosecutor's Office has issued prosecution recommendations to the ride hailing platform. After receiving the prosecution's suggestions, the platform quickly compared and rectified them, and within two weeks, wrote back to the Pudong Prosecutor's Office expressing gratitude.
