The first provincial and ministerial level cadre to be investigated appeared in June.
On June 14th, the website of the Central Commission for Discipline Inspection and the National Supervisory Commission announced that Qu Min, Vice Chairman of the Heilongjiang Provincial Political Consultative Conference, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.
Qu Min was born in June 1963 and is from Shangzhi, Heilongjiang. She has been working in Heilongjiang for 37 years. He, who graduated from the horticulture major at Jiamusi Agricultural School, has been engaged in agricultural work in his early years. He worked at Harbin Agricultural Science Research Institute and became the director of the institute after 12 years. In 2003, he served as the president and party secretary of Harbin Academy of Agricultural Sciences, and is a senior agronomist at the research level.
In 2006, at the age of 42, Qu Min was appointed as the Deputy Secretary and District Mayor of Hulan District Committee in Harbin, and three years later became the District Secretary. In 2010, Qu Min became a department level cadre in Harbin City and participated in the aid to Xinjiang. He served as the deputy leader of the Heilongjiang Province's aid to Xinjiang cadres and the deputy commander of the front command center. Over the course of five years, he served as the deputy secretary and deputy division commander of the Party Committee of the Tenth Division of the Xinjiang Production and Construction Corps, the deputy secretary and mayor of the Beitun City Committee, the political commissar of the Tenth Division of the Xinjiang Production and Construction Corps, and the secretary of the Beitun City Committee.
After returning from aid to Xinjiang in 2015, Qu Min served as the Deputy Secretary of the Party Group and Director of the Supervisory Board of the Heilongjiang Province Supply and Marketing Cooperative Union. In March of the following year, he became the Deputy Secretary and Mayor of Suihua City. Nine months later, he became the Secretary of Suihua City Committee and Chairman of the Standing Committee of the Municipal People's Congress. In 2021, Qu Min was appointed as the Vice Chairman of the Heilongjiang Provincial Political Consultative Conference until this investigation.
According to media reports, Qu Min recently made a public appearance. On May 24th, Qu Min led a team to Bengbu to conduct research on "further enhancing comprehensive grain production capacity and consolidating the foundation of national food security".
Qu Min is the 23rd central management cadre to be investigated this year, and also the first provincial and ministerial level cadre to be arrested in Heilongjiang Province after the 20th National Congress of the Communist Party of China. Before him, there were also provincial and ministerial level cadres who fell from power in Heilongjiang Province, including Song Xibin, former deputy director of the Standing Committee of the Provincial People's Congress, and Jiang Guowen, former chairman of the Harbin Municipal Association. Just last month, Wang Xuefeng, former deputy mayor of Suihua City, was investigated. During Wang Xuefeng's tenure as deputy mayor, Qu Min was the secretary of the Suihua City Committee, and the two had worked together.
During his tenure in Suihua, Qu Min repeatedly discussed the issue of work style. For example, at the 2020 Conference on Deepening the Rectification of Work Style and Optimizing the Business Environment and Warning Education in the City, he pointed out that the construction of work style and environment, and the promotion of anti-corruption work are only ongoing.
