In order to seek illegal benefits, the staff of the motor vehicle inspection station colluded with others both internally and externally to issue false inspection certificates for freight vehicles that could not pass safety inspections in a "substitute inspection" manner. Recently, the Shanghai police found abnormalities in their daily supervision work, dug deep into criminal clues, successfully destroyed a criminal gang that provided false certificates for cargo vehicles, and arrested 12 suspect, including Liu, the head of the inspection station.
Remote supervision detects anomalies and on-site investigations reveal clues
In early April this year, the Traffic Police Detachment of Baoshan Branch of Shanghai Public Security Bureau discovered an abnormal increase in the number of heavy-duty semi-trailers going to a certain motor vehicle inspection station for inspection during work, an increase of nearly 400% compared to the previous month. During remote inspection, the police found that the license plates of heavy-duty semi-trailers coming for inspection were different, but there were always only a few tractors used for towing semi-trailers.
In general, the distance between semi-trailer tractors and semi-trailers is often relatively fixed, so frequent occurrences of semi-trailer tractors replacing towing vehicles and entering and exiting motor vehicle inspection stations are very suspicious, and there may be illegal and criminal activities. Baoshan traffic police immediately conducted on-site investigations and evidence collection.
After further investigation, the police found that the sealing screws of the license plate of the heavy-duty semi-trailer that came for inspection had all been tampered with, and the enlarged license plate of the vehicle had also been repainted. The reflective markings on the body had also been removed, indicating suspicions of "license plate tampering" and "replacement inspection". Based on this, the police followed the line and quickly identified the hiding place of the suspected vehicle.
Assault vehicles hiding in hideouts, follow the line to eliminate criminal gangs
On April 15, the Baoshan police launched a surprise attack on the hiding place of the suspected vehicle. They caught three suspect, including Qin, who were replacing the vehicle number plate on the spot, and two heavy semi trailers. They also seized forged vehicle number plates, driving permits, frame number engraving machines, amplification plate spraying molds and other crime tools.
According to Qin's account, some car owners illegally modify their vehicles after purchasing semi-trailers in order to drive faster. These modifications are usually not easy to detect, but once the vehicle undergoes a motor vehicle safety technical inspection, it will be exposed in its original form. Not only will it fail the inspection, but it must also be restored to its original state and face corresponding administrative penalties. So, Qin and others tried to collude with a certain motor vehicle inspection station to help modified vehicles pass safety technology inspections in a "substitute inspection" way, illegally profiting from it. The two heavy-duty semi-trailers seized on site are the tool vehicles used for "replacement inspection". Based on this, the Baoshan police arrested the person in charge of the testing station, Liu, and others, and brought them to justice.
After investigation, Qin met Liu, the person in charge of a motor vehicle inspection station, through a middleman named Xu. Xu agreed to a "replacement inspection cooperation agreement" by offering a fee of about 600-800 yuan per vehicle higher than the normal inspection fee. At the same time, the gang used online platforms to advertise and attract customers, charging around 2000 yuan per vehicle. They disguised the tool vehicles used for "substitute inspection" based on the driving license and trailer license plates provided by the customers, and then sent them to Liu's testing station for inspection. At the instruction of Liu, the staff of the inspection station turned on the green light on the disguised "replacement inspection" vehicle. Even though there were pry marks on the screws of the vehicle license plate seal and repeated spraying marks on the enlarged license plate, the staff still allowed it to pass the inspection successfully.
At present, five suspect, including Qin, Xu and Liu, have been arrested by the procuratorial organ in accordance with the law because they are suspected of providing false certificates. Seven suspect, including Wang, a staff member of the testing station, have been taken criminal coercive measures by the police in accordance with the law. The motor vehicle testing station involved in the case has suspended motor vehicle testing, and the public security traffic management department has also suspended accepting its inspection results. Administrative penalties will be imposed on it in accordance with the law, and the market supervision department will be notified. The market supervision department will cancel its qualification as an inspection and testing institution in accordance with the law.
In addition, for vehicles that have obtained false inspection results in this case, the police will also notify the local public security traffic management department and revoke their vehicle inspection qualification mark in accordance with the law.
