According to the principle of combining "central requirements, Guoluo needs, and Shanghai's capabilities", the Shanghai Municipal Health Commission has arranged for 6 districts including Huangpu, Changning, Hongkou, Jiading, Songjiang, and Qingpu to provide targeted assistance to 6 counties including Maduo, Gande, Maqin, Jiuzhi, Banma, and Dari. They have carried out comprehensive targeted assistance in talent cultivation, discipline construction, hospital management, public health, and other fields. They have sent 4 batches of 41 experts to Guoluo Prefecture to carry out long-term "group style" assistance work. A total of more than 18000 medical personnel have been trained in Guoluo, Qinghai, and more than 710 medical backbone have been received for further training in Shanghai.
